The conference completed the proposed contents and programs. Dear comrades,
After a period of working with a high sense of responsibility, the Provincial Party Executive Committee Conference has completed the proposed contents and programs. The Party Executive Committee members and delegates attending the conference contributed many enthusiastic opinions to the drafts. On behalf of the Provincial Party Standing Committee, I would like to receive all the opinions of the comrades. Before closing the conference, I would like to give a general statement and clarify some issues to unify leadership, direction and implementation.
1- Report of the Provincial Party Executive Committee on leadership in implementing tasks in the first quarter; goals, tasks, and key solutions for the second quarter of 2025
2025 is the final year to implement the Resolution of the Party Congresses at all levels, which is identified by the Central Committee as a year of acceleration and breakthrough for the whole country to enter a new era. Thoroughly grasping the Central Committee's directive documents, based on the practical situation of the province, the Provincial Party Executive Committee has led synchronously and comprehensively, achieving important results in all areas. Continue to do well in Party building and the political system. Promote studying and following Ho Chi Minh's ideology, morality and lifestyle. Focus on leading the preparation for organizing Party Congresses at all levels, towards the 14th National Congress of the Party. Resolutely lead the review, arrangement and streamlining of the organizational apparatus towards reducing about 15% of internal focal organizations. At the same time, arrange and restructure the team of cadres, civil servants and public employees after mergers and consolidations to ensure the right qualifications and training majors suitable for the job position.
The Provincial Party Executive Committee has promptly reviewed, revised and supplemented the 2025 Key Work Program and related documents according to the direction of the Central Committee and in accordance with the practical situation. Leaders have well propagated and organized the celebrations of holidays and major policies of the country and the locality. Proactively monitored and grasped the public opinion of cadres, party members and people, the situation of ethnic groups and religions. Strictly implemented the inspection, supervision and enforcement of Party discipline. Accelerated the handling of cases monitored and directed by the Provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity. Received citizens and resolved complaints and denunciations according to regulations.
The Fatherland Front and socio-political organizations promote propaganda and mobilize people to actively respond to patriotic emulation movements. Promote the implementation of the Program "Eliminating temporary and dilapidated houses" in the province.
The socio-economic situation has achieved certain results. The economic growth rate (GRDP) is estimated at 12.76%. The total state budget revenue in the area is estimated at 2,350 billion VND, equal to 33% compared to the Resolution of the Provincial Party Committee in 2024, equal to 42% of the estimate assigned by the Prime Minister. Attracted 10 domestic investment projects. Resolutely directed solutions to remove administrative procedures for people and businesses; accelerated the progress of key projects; promptly issued the Action Program to implement Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee and the Plan to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation. Culture and society are maintained, tourism activities take place vibrantly in conjunction with early year festival programs. National defense and security are maintained; foreign affairs activities are expanded.
To successfully complete the goals and tasks in the coming time, the entire Provincial Party Committee needs to continue to strengthen solidarity, unity, strive, and deploy effective solutions to successfully carry out the proposed political tasks. In particular, focusing on the following contents:
(1) Seriously and effectively implement the construction and completion of the political system's organizational apparatus in the coming time according to Conclusion No. 121-KL/TW of the 13th Party Central Committee and Conclusions No. 126-KL/TW, 130-KL/TW, 137-KL/TW, 138-KL/TW, 139-KL/TW of the Politburo and the Secretariat; reorganize the commune level by about 50%, reorganize the Party organization; reorganize and streamline the Fatherland Front and socio-political organizations. Closely follow the directions and instructions of the Party and State, determine the highest political determination, and implement according to the motto "running and lining up at the same time" to complete the work with a very large volume, requiring high quality and progress. The reorganization process must do a good job of political work, ideology, regimes and policies for cadres who are affected and influenced; The arrangement of cadres must be fair and objective, retaining capable cadres, preventing "brain drain", and preventing the emergence of complicated internal problems. Regularly instill and maintain ideological stability among cadres, party members, civil servants, public employees, and workers; strictly comply with discipline, administrative discipline, and working regulations; absolutely do not waver, neglect, be subjective, negligent, or lax in performing tasks, especially in handling administrative procedures for people and businesses.
(2) Immediately after the Politburo issued a document amending and supplementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, the Provincial Party Committee's Organizing Committee was assigned to preside over and coordinate with relevant agencies to advise the Provincial Party Committee's Standing Committee to promptly disseminate, deploy and lead the implementation to ensure quality and progress, in accordance with the practical conditions of the province. After the merger, the commune level will organize the Commune Party Congress and the Congress of the Fatherland Front and socio-political organizations immediately after the Commune Party Congress.
(3) Strengthen coordination in performing inspection, supervision and Party discipline enforcement tasks. Focus on handling cases and incidents that are being monitored and directed by the Provincial Steering Committee for Anti-Corruption and Negativity.
(4) Continue to innovate the content and methods of operation of the Fatherland Front, socio-political organizations and mass organizations. Determined to complete the Program "Eliminating temporary and dilapidated houses" for the poor in the province before May 30, 2025.
(5) Regarding economy: Resolutely and effectively implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more and the Action Program of the Provincial Party Committee to implement Conclusion No. 123-KL/TW, striving for the province's economic growth in 2025 to reach over 10% to contribute to the overall growth target of the whole country. Continue to implement the province's strategic breakthroughs. Speed up the progress of starting construction of key projects of the province.
Regarding the Hoa Lac - Hoa Binh Expressway Expansion Investment Project under the PPP form, on March 25, 2025, the Standing Committee of the Provincial Key Projects Steering Committee assigned the Standing Committee of the Provincial People's Committee Party Committee to lead the Provincial People's Committee to shorten administrative procedures to the maximum to start the project on July 1, 2025 and direct the Hoa Binh City Party Committee to strive to complete the site clearance work for the entire route in Hoa Binh city within 90 days.
For the Hoa Binh - Moc Chau Expressway Project, section km 19 - km 53 in Mai Chau and Da Bac districts, the Provincial Party Committee's Organizing Committee has submitted a proposal to commend the agencies and units of the province and Mai Chau district for implementing the project's site clearance, reaching over 99%; it is very commendable and acknowledges the efforts of Mai Chau district, the Department of Agriculture and Environment and related agencies, departments and branches. For Da Bac district, on March 27, 2025, I directed the entire political system to focus on "working day and night", directing the members of the Standing Committee of the District Party Committee, the Standing Committee of the Party Committees of communes and towns to go to the area, meet with households to complete the site clearance work of the project, and by April 15, 2025 at the latest, hand over the entire site to the Provincial Traffic Construction Investment Project Management Board so that contractors have enough site to implement the project. "Work with all your heart, without stopping or wavering". Strictly handle officials and civil servants who have an attitude of "political indifference", intentionally do not perform their duties, delay for a long time, or perform their duties carelessly and irresponsibly, negatively affecting the common work of the district and province.
Urgently complete compensation, site clearance, and resettlement work to speed up project implementation progress, start projects, and strive to start all projects before July 1, 2025. Strictly implement the project implementation timelines assigned by the Provincial Party Standing Committee when working in localities. Continue to promote disbursement of public investment capital in 2025; administrative reform, especially administrative procedure reform to shorten and reduce the time for approving procedural documents (such as public disclosure, land compensation, etc.).
(6) Regarding culture and society: Develop a plan to organize activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025). Prepare conditions to organize the high school graduation exam in 2025. Do a good job of medical examination and treatment for the people. Continue to effectively implement the Project to Preserve and Promote the Cultural Values of the Muong Ethnic Group and Hoa Binh Culture. Deploy tasks under the National Target Program for Sustainable Poverty Reduction, the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas in the province in the 2025 plan. Promote the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Assign the Provincial Party Committee Office to receive delegates' opinions, complete documents, and submit them to the Provincial Party Committee Standing Committee for signing and promulgation.
2- Summary of 5 years of implementing Conclusion No. 580-KL/TU, dated September 30, 2020 of the Provincial Party Executive Committee on continuing to implement Resolution No. 16-NQ/TU, dated August 11, 2017 of the Provincial Party Executive Committee on strengthening leadership in implementing the National Target Program on Sustainable Poverty Reduction in Hoa Binh province to 2020, with a vision to 2030
The Provincial Party Committee unanimously issued the Report and Conclusion to continue to effectively lead the implementation of the National Target Program on Sustainable Poverty Reduction in the province. It is recommended that Party committees, authorities, the Fatherland Front and socio-political organizations at all levels continue to do a good job of propaganda to all classes of people and the poor to change their awareness of poverty reduction, arouse the will to be proactive and rise up of the poor; mobilize people to contribute to poverty reduction, effectively receive and use policies and support resources from the State and the community to escape poverty and rise up. Disseminate and replicate experiences, good practices, scientific and technical knowledge, and effective poverty reduction models. Strive to achieve the highest level of sustainable poverty reduction goals set by the Provincial Party Committee.
