The province currently has 194 “one-stop” units at the commune level, each commune has 5 officers and civil servants to receive and return results of administrative procedures, of which 2 officers and civil servants are also focal points for controlling administrative procedures. At the commune level, there are currently 108 administrative procedures under the authority to resolve, focusing on areas such as justice, civil status, authentication, land, culture, etc.
According to the roadmap, in July 2025, the district-level government will end its operations, and the commune-level government will take on most of the work of receiving and handling administrative procedures. Therefore, improving the capacity of cadres and civil servants in administrative procedure reform is of particular concern.
Hoang Van Thu Ward, Lang Son City is one of the units that always cares and focuses on improving the quality of cadres and civil servants. Currently, the Ward People's Committee has arranged enough 5 cadres and civil servants to receive, return results of administrative procedures and control administrative procedures at the "one-stop" department, in which, there is 1 leader of the Ward People's Committee directly in charge.
Mr. Phung Manh Cuong, Vice Chairman of Hoang Van Thu Ward People's Committee, said: Currently, with the increasingly high demands of work, the civil servant team needs to constantly innovate, meeting the requirements of both professional qualifications, sense of responsibility and public ethics. Accordingly, every year, we focus on selecting and arranging civil servants with solid expertise and good communication skills to receive and return results of documents to the people. At the same time, we require the civil servant team to regularly self-study and improve their professional qualifications.
Similar to Hoang Van Thu ward, Nhan Ly commune People's Committee, Chi Lang district also regularly pays attention to, creates conditions for, and encourages cadres and civil servants to participate in courses and training classes to improve their qualifications and capacity, especially knowledge on administrative procedure reform, review, propose simplification, reduce administrative procedure time limit, digitize records and results of administrative procedures. Mr. Chu Vu Linh, Vice Chairman of Nhan Ly commune People's Committee, said: Currently, 100% of commune cadres and civil servants meet professional qualifications, have a firm understanding of regulations and procedures for handling administrative procedures for people. From the beginning of 2025 to now, the commune's "one-stop" department has correctly and ahead of schedule resolved over 100 administrative procedure records, with no feedback from people about cadres and civil servants while handling administrative procedures.
Currently, over 95% of commune-level cadres and civil servants performing administrative procedure reform tasks have intermediate qualifications or higher and 100% meet the standards of political theory. The capacity, professional expertise as well as awareness and responsibility of the cadres and civil servants have changed significantly and been raised. Thanks to that, the quality of consulting on administrative procedure control work at agencies and units has been gradually improved, at the same time, contributing to the correct implementation of the process of receiving and returning results of administrative procedure records, ensuring that they are on time and on schedule. From the beginning of 2025 to now, commune-level authorities in the province have resolved over 48,000 administrative procedure records, of which 99.9% were resolved on time and on schedule.
To achieve the above results, in recent times, commune-level authorities in the whole province have focused on improving the quality of cadres and civil servants, implementing administrative reform in all stages from recruitment to placement and arrangement to ensure compliance with regulations, right person, right position, and appropriate expertise.
In particular, implementing digital transformation in the province's administrative procedures, currently, the "one-stop" department at the commune level has applied many software to improve the efficiency of handling administrative procedures for people, notably the provincial administrative procedure handling information system. At the same time, the team of commune-level civil servants has also been trained and equipped with full knowledge of information technology in general and performing administrative procedures in the electronic environment in particular, especially receiving documents through online public services.
Ms. Hoang Thi Thanh, Cultural and Social Officer, People's Committee of Loc Binh Town, Loc Binh District said: Currently, Loc Binh Town is receiving 100% of administrative procedure files of people through online public services and all are digitized to the province's data warehouse. Therefore, every year I register to participate in training courses to improve my professional qualifications and skills in using applications and software in performing administrative procedures organized by the district and province to better serve individuals and organizations. In addition, I also regularly study and research to improve my qualifications. Thanks to that, my work is more convenient and I can serve people more effectively.
Along with the above solutions, the commune-level government also promotes the implementation of administrative discipline and civil service culture to cadres and civil servants when communicating and resolving administrative procedures for the people. In addition, the People's Committee at the commune level also regularly pays attention to implementing policies and regimes and promptly commends, encourages and rewards outstanding individuals and advanced models to motivate and encourage cadres and civil servants to promote their capacity to complete their tasks.
In the coming time, after completing the arrangement of administrative units and stabilizing the new commune-level government, the Provincial People's Committee will continue to direct the promotion of training and coaching to improve information technology application skills for commune-level cadres and civil servants, improve capacity, and effectively implement administrative reform to serve the people.
