The Hanoi People's Committee requires that the survey, inspection and quality assessment of 8 architectural works built before 1954 in the city must be carried out in accordance with the Safety Assessment Process of Housing Structures and Public Works of the Institute of Construction Science and Technology (Ministry of Construction) issued in Decision No. 681/QD-BXD.

In addition, the professional agency needs to conduct detailed surveys using specialized tools and equipment; conduct experiments, calculate and evaluate the safety level of the house and construction structure. From there, the professional agency will propose solutions to continue using or repairing, reinforcing; or other intervention measures. The inspection of these 8 constructions must be completed before September 30.

According to the list, 8 architectural works have names and addresses including: Hanoi Moi Newspaper at 44 Le Thai To (Hoan Kiem District), Hang Dau water tower (Ba Dinh District) and Hanoi City Police Headquarters at 87-89 Tran Hung Dao (Hoan Kiem District), Hanoi Flag Tower at 28B Dien Bien Phu (Ba Dinh District), Phan Dinh Phung High School at 30 Phan Dinh Phung (Ba Dinh District), Chu Van An High School at 10 Thuy Khue (Tay Ho District), Tran Phu High School at 8 Hai Ba Trung (Hoan Kiem District) and Viet Duc High School at 47 Ly Thuong Kiet (Hoan Kiem District).

The funding for inspection of these architectural works is taken from the city budget or district budget.

Tran Phu High School was originally Petit Lycée School, designed by architect CG Lichtenfelder, built in 1907. Initially, it was a primary school for girls, then became a high school. In 1960, the school was divided into 2 shifts, Hoan Kiem High School in the morning, Tran Phu High School in the afternoon. In 1995, the 2 schools merged and took the name Tran Phu High School. In February 2009, the school changed its name to Tran Phu - Hoan Kiem High School, to distinguish it from a school of the same name in Hanoi.

Viet Duc High School was originally a Convent School inaugurated in 1897. The architecture of the old Puginier Convent School was a closed 3-storey building with a corridor running around it.

During the period 1970 - 1997, the school was divided into two separate schools, one named Viet Duc High School (morning classes), the other named Ly Thuong Kiet High School (afternoon classes). In 1997, Viet Duc High School and Ly Thuong Kiet High School merged into Viet Duc High School.
