According to the resolution, women who give birth to two children before the age of 35 between December 21, 2024 and April 15, 2025 will receive support of VND3 million.
In addition, pregnant women and newborns from poor, near-poor, social protection households or living on island communes will also be supported with prenatal and newborn screening with a total support of 2 million VND.
Specifically, there is 600,000 VND for prenatal screening, 400,000 VND for newborn screening and 1 million VND in direct support. This policy aims to support women and children in difficult circumstances, helping to improve population quality.
The Ho Chi Minh City People's Council also issued a resolution encouraging localities and organizations to actively participate in activities to improve population quality, address issues related to fertility rates, gender imbalance, and healthcare for the elderly.
Wards, communes and towns with 60% of couples of childbearing age giving birth to two children for three consecutive years will receive a certificate of merit from the district People's Committee and support of 30 million VND. If this achievement is maintained for 5 years, the commune will be awarded a certificate of merit from the City People's Committee and an additional support of 60 million VND.
To ensure that this policy is effectively implemented, the Ho Chi Minh City Department of Population has requested the People's Committee of Thu Duc City and districts to direct the People's Committees of wards, communes, and towns, along with departments, branches, and organizations, to strengthen the dissemination of the resolution's content, especially for those eligible to benefit from the policy.
Ho Chi Minh City is currently in the golden population period with the proportion of people of working age accounting for more than 74%, but it is also facing a rapid population aging due to a prolonged low birth rate. For many years, Ho Chi Minh City has always been in the group of localities with the lowest birth rate in the country with a birth rate in 2024 of only 1.39 children/woman, much lower than the national replacement birth rate of 2-2.1 children.
If this situation continues, it will have a strong impact on the population structure with the proportion of young people and workers decreasing, while the number of elderly people is increasing, accelerating population aging and labor shortage in the future.
