Proactive plans to ensure traffic during natural disasters

(PLVN) - Since the beginning of May, although the rainy season has not yet reached its peak, many extreme weather phenomena such as floods, flash floods, and landslides have occurred, causing serious damage to people and property. In this situation, traffic safety measures have been deployed to promptly respond to natural disasters.

Traffic is disrupted in many areas.

On May 22-26, many localities such as An Giang , Nghe An, Ha Tinh, Cao Bang, Yen Bai... suffered from prolonged heavy rains, causing serious impacts on the transportation system. Many areas and roads were deeply flooded or had landslides, causing traffic to be cut off and paralyzed, posing many potential safety risks for people and vehicles.

According to preliminary statistics from the Department of Dyke Management and Natural Disaster Prevention and Control, Ministry of Agriculture and Environment , during the recent heavy rains, there were 56 locations on traffic routes in Lao Cai, Yen Bai and Tuyen Quang provinces where landslides occurred, with a total estimated volume of soil and rock reaching 5,883m3...

Faced with the severe damage caused by the floods, local authorities promptly deployed response plans and proactively diverted traffic from a distance to minimize congestion. At the same time, units urgently resolved the incident, mobilizing maximum machinery, equipment and on-site human resources to quickly clear the route, ensuring traffic was restored in the shortest possible time.

Along with that, the work of warning and ensuring traffic safety has also been drastically implemented. The system of temporary signs and prohibition signs has been fully installed at underground locations, overflows, flooded roads, landslides, slope slides or at risk of breaking the roadbed. The authorities regularly review, adjust and supplement traffic signals in accordance with the actual situation. In particular, people and vehicles are resolutely not allowed to circulate through dangerous areas, to ensure absolute safety for the people.

At the same time, closely coordinate with local authorities to closely monitor weather developments, proactively develop and deploy timely response plans, especially in the context that the Northern region is forecast to continue to suffer from many prolonged heavy rains in the coming time.

The most effective proactive response to natural disasters

Faced with increasingly complex and unpredictable developments of extreme weather, the Ministry of Construction has just issued Decision No. 644/QD-BXD on the 2025 disaster response plan according to risk levels, in order to effectively implement disaster prevention and control work. The plan includes many key contents, emphasizing the quick handling and overcoming of traffic infrastructure incidents; ensuring absolute safety for people, equipment and construction works; and emergency response to super storms and major floods.

Notably, in order to respond to natural disasters most effectively, the Ministry of Construction requires units to implement the 4 on-site principles: on-site command, on-site forces, on-site materials and means, on-site logistics to ensure quick response and effective handling right from the grassroots. In parallel is the 3 readiness principle: ready to proactively prevent, ready to respond promptly, ready to quickly and effectively recover from natural disasters.

In addition, in order to raise public awareness, many localities across the country have proactively promoted propaganda and dissemination of knowledge and skills to respond to natural disasters to people, including skills to respond to natural disasters when participating in traffic. This is also the content presented by Road Traffic Police Team No. 7, Traffic Police Department of Hanoi City Police in a recent propaganda session. At the unit's headquarters, the functional forces distributed leaflets, instructed and propagated to people coming to do administrative procedures on skills to handle traffic situations in adverse weather conditions such as heavy rain, flooding, fallen trees, landslides, etc.

Speaking to the media, Lieutenant Colonel Vuong Dang Cuong - Captain of Road Traffic Police Team No. 7 said that the direct propaganda work at the headquarters aims to make the most of the time when people come to work, thereby conveying practical and accessible information. Along with strengthening propaganda, the team has developed a proactive plan to respond to natural disasters according to the 4-on-the-spot motto. When an incident occurs due to weather, the team will promptly deploy control points, coordinate rescue and provide safe guidance, and avoid being passive or surprised.
