Commercial wildlife farming: A clear legal framework is needed

(PLVN) - For many years, economic development has always been one of the top priorities in Vietnam. Therefore, legal regulations also focus on ensuring this goal, causing biodiversity conservation to face certain obstacles.

The regulation allowing commercial farming of most wildlife species in recent times is the clearest proof. Meanwhile, reality has shown that biodiversity cannot be traded for economic development. Economic development needs to go hand in hand with biodiversity conservation.

There are many ways to promote economic growth, ensure livelihoods for people without harming biodiversity. In particular, the promulgation of the "List of species capable of breeding for commercial purposes" is a very feasible solution because it creates a clear legal framework for people to easily comply with and minimizes difficulties and obstacles in the management of commercial breeding of wildlife. From there, this solution creates conditions for people to develop the economy, while meeting the goal of biodiversity conservation.

According to the Centerfor Education for Nature (ENV), the issuance of the "List of Species Capable of Commercial Breeding" will help people easily know which species are allowed and suitable for commercial farming. This list will only list species with suitable ecological characteristics and high economic value, thereby ensuring profits for farmers. When this list is available, financial risks for people will be significantly reduced because people will no longer risk investing in farming species that are not suitable for commercial farming. In addition, limiting and only allowing commercial farming of species whose trade does not negatively impact wildlife populations in the wild will ensure that commercial farming activities comply with domestic and international laws, while minimizing overexploitation of Vietnam's biodiversity; addressing existing problems such as the use of farm cover to "legalize" wildlife illegally hunted from the wild; Forgery, reuse of documents or other violations are threatening Vietnam's biodiversity...

There are also many concerns surrounding the proposal to issue a “List of species that can be bred for commercial purposes”, such as if only certain species are allowed to be bred commercially, it may limit diversity and opportunities for breeders; raising a fixed group of species may lead to oversupply, lower product prices on the market, and reduce profits, etc.

According to ENV, the List of Species Potential for Commercial Breeding will be updated regularly based on careful assessment, so that the options for species to be bred will gradually be expanded for farmers while still ensuring sustainability and biodiversity conservation. On the other hand, the List of Species Potential for Commercial Breeding only includes species that are economically profitable. The issuance of the List actually helps reduce oversupply by discouraging the farming of species that are in surplus or not profitable in the market.
