Quang Nam Chairman gives urgent instructions to "remove the curse" of construction sand

(PLVN) - Faced with the situation of escalating construction sand prices and scarce supply, pushing many projects into a deadlock, Chairman of the People's Committee of Quang Nam province Le Van Dung issued a "hot" directive, requiring each department, branch, and locality to urgently remove obstacles and complete procedures to soon put a series of sand mines into operation during the peak construction months.

On May 30, the office of the People's Committee of Quang Nam province issued a notice of the conclusion of the Chairman of the People's Committee of the province, Le Van Dung, at a meeting to discuss solutions to promote increased supply of common construction materials in the province.

In conclusion, the Chairman of Quang Nam province pointed out the long-standing difficulties in common construction materials, especially construction sand. Although the locality owns many mines with large reserves, the procedures for granting mining licenses have not met the progress requirements.

In addition to objective factors such as complicated processes and procedures, there are also subjective causes arising from the responsibilities of some departments, branches, units and localities. Coordination in handling records and administrative procedures related to mineral exploitation activities is not synchronous and lacks determination, directly affecting the progress of putting the mine into operation.

To overcome the shortage of materials, the Chairman of the People's Committee of Quang Nam province has requested specific handling for each sand mine.

Specifically, the sand mine in Hoi Khach village (Dai Son commune, Dai Loc district) must complete the conditions and reopen in May 2025. The mine at the old Ben Pha yard (Tan Binh town, Hiep Duc) is required to complete the mining conditions before June 15, 2025.

With two mines in Tran Duong group (Tra My town) and village 3 (Tra Giang commune, Bac Tra My), An Phat Tai Company was urged to complete the necessary conditions to put into operation in June 2025. As for the mines that have been licensed but not yet in operation, the Provincial Chairman requested to urgently complete land procedures for exploitation from July 2025.

Construction sand in Quang Nam and Da Nang is scarce and prices are rising.

Of the 34 auctioned mining areas, 8 are undergoing licensing procedures and must complete their documents for exploitation before September 2025. The remaining mines are directed to complete the necessary steps to put them into operation this year.

The People's Committees of districts and towns are required to organize auctions of mineral exploitation rights according to the approved plan, to be completed in June 2025. For mines designated to serve public investment projects, mine owners must quickly complete procedures to provide materials on schedule.

Along with that, agencies such as the Department of Natural Resources and Environment, the Tax Department of Region XII, the Provincial Police and authorities at all levels will strengthen inspection and supervision of mining activities. Any acts of auction sabotage or violations of regulations will be strictly handled, there are no "no-go zones".

Previously, the Vietnam Law Newspaper published an article titled “Da Nang and Quang Nam seek ways to overcome the reality of the scarcity of construction sand” reflecting the shortage of construction sand supply in the two localities, which has caused prices to skyrocket to unprecedented levels, affecting the progress of infrastructure projects and the operations of construction enterprises. Meanwhile, a series of sand mines cannot be exploited due to incomplete auction and licensing procedures.

According to a survey by PV, the current price of sand fluctuates between 600,000 - 700,000 VND/m3, nearly double that of 2024 (from 350,000 - 450,000 VND/m3 - PV). The price of land for leveling has also escalated, reaching 300,000 VND/m3, putting great pressure on the construction material supply chain. Along with that, the situation of some mine and yard owners arbitrarily adjusting prices beyond the price threshold announced by the authorities has also caused chaos in the market.
