Since the beginning of 2025, natural disasters have caused great damage to people and property, greatly affecting production and people's lives. Notably, in May 2025, there have been many heavy rains causing landslides, flash floods, and localized flooding in some localities; it is forecasted that from now until May 30, 2025, there may be moderate rain, heavy rain, and very heavy rain in some places; the risk of landslides, flash floods, and flooding in the Northern, North Central, Central Highlands, and Southern regions is real; implementing Official Dispatch No. 76/CD-TTg dated May 28, 2025 of the Prime Minister on focusing on responding to the risk of heavy rain, landslides, flash floods, and proactively preventing natural disasters in the coming time; the leaders of the Ministry request the Heads of Public Security of units and localities to direct and implement the following key tasks:
1. Grasp the situation of natural disaster developments; proactively inspect, urge and organize comprehensive and effective implementation of timely response measures, avoid being passive or surprised; absolutely do not allow interruptions in leadership and direction of disaster response when consolidating and perfecting the organizational structure of units and localities when not organizing district-level police and preparing for the arrangement of new provincial administrative boundaries after merger, consolidation, and organization of 2-level local governments to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations). Perform well the following tasks: (1) Implement work plans on security and order at the grassroots level, especially increasing coverage in the performance of tasks of commune, ward and town police, promptly detecting and handling acts of taking advantage of natural disasters to violate the law and steal property; (2) Provide guidance, traffic flow, post warning signs, coordinate incident handling, ensure smooth traffic, safety for people and vehicles, especially on main traffic routes, at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides, strictly control, resolutely do not allow people and vehicles to pass if safety is not ensured, do not let human casualties occur due to carelessness and subjectivity; (3) Focus on firmly consolidating and arranging the commune-level police force and vehicles in key and vulnerable areas to promptly organize rescue when situations arise.
2. Implement the "4 on-the-spot" work in the most effective, flexible and creative manner, proactively review, develop and update plans and solutions for natural disaster prevention and control to ensure they are suitable to local realities, especially plans to respond to heavy rains, landslides, flash floods, storms and floods; proactively and promptly deploy support for people to prevent, combat and overcome the consequences of natural disasters, incidents, and search and rescue when situations arise with the goal of ensuring the safety of people's lives above all. Ensure the safety of life and health for forces directly performing tasks and the safety of forces, headquarters, detention facilities, documents and working equipment of the People's Public Security force; prepare specialized equipment and vehicles for disaster prevention and control and search and rescue.
3. Proactively coordinate with local authorities to: (1) Quickly overcome the consequences of natural disasters, quickly stabilize people's lives, especially focusing on immediately overcoming the risks identified through Typhoon Yagi in 2024; (2) Review, promptly detect, evacuate, and relocate people and vehicles in dangerous areas, unsafe areas, especially in deeply flooded areas, along rivers, streams, areas at risk of landslides and flash floods; (3) Support temporary accommodation, food, and necessities for people who have to evacuate, ensuring stable lives for people, quickly overcoming the consequences of natural disasters, and environmental sanitation; (4) Coordinate the implementation of measures to ensure the safety of dams, hydropower plants, and works with key and important projects related to national security.
4. The functional units of the Ministry are ready with forces, means, materials, medicine, medical supplies, and funds to promptly support localities when necessary; have plans to ensure communication to serve command and operation in response to natural disasters, organize search and rescue, and deploy plans to ensure environmental sanitation, epidemiology, disease prevention, and injury prevention during and after natural disasters. The Department of Public Security Communications shall preside over and coordinate with the Office of the Ministry of Public Security (Standing Agency) to strengthen close coordination with the Public Security of units, localities, and central and local media agencies to disseminate and guide skills to respond to natural disasters, incidents, and rescue to minimize damage caused by natural disasters; Disseminate widely and promptly about rescue, relief, prevention, and overcoming the consequences of natural disasters and spread the good image of the People's Public Security force; The Department of Economic Security directs the local Public Security to grasp the natural disaster situation, coordinate with all levels and sectors to advise and direct the discharge of floodwaters from hydroelectric reservoirs to ensure proper procedures and dam safety, and pay special attention to notifying and supporting the evacuation of downstream areas when there is danger; The Department of Cyber Security and High-Tech Crime Prevention directs strict handling of individuals and organizations that provide inaccurate information, affecting the work of natural disaster prevention and control.
5. Organize the on-duty team seriously and promptly inform and convey the orders of the Ministry's leaders to the Public Security of units and localities, especially at the commune level; ensure the number of troops ready to deploy tasks to ensure security, order and prevent and combat natural disasters.
