The Tax Department has just issued an urgent dispatch requesting regional Tax Branches to accelerate the implementation of electronic invoices generated from cash registers, ensuring that 100% of households and business individuals subject to the application fully implement them.
Full activation, accompanying taxpayers
In recent times, the tax sector has urgently and synchronously deployed many solutions to promote the use of electronic invoices generated from cash registers according to Decree No. 70/2025/ND-CP of the Government . The Director of the Tax Department has just issued dispatch No. 71/CD-CT requesting regional Tax Branches to immediately deploy key tasks, ensuring progress and practical efficiency.
First of all, the Steering Committee for the implementation of electronic invoices generated from cash registers at each Branch must continue to promote its role of comprehensive coordination and supervision. Not only must it ensure the full and timely implementation of the instructions from the Tax Department, the Steering Committee must also organize daily and weekly monitoring and counting of results. Thereby, quickly grasping problems and feedback from the grassroots to have appropriate handling and adjustment directions.
At the same time, the regional Tax Departments are required to immediately establish Standing Teams to carry out the tasks, headed by a Branch leader. The members include leaders of the business management departments, individual businesses, other revenue departments and district-level tax teams. These Standing Teams must provide specific guidance to each business household.
Furthermore, local tax teams must establish permanent implementation teams, directly responsible for disseminating, explaining, and guiding taxpayers on how to use cash registers and handle real-life situations. In particular, the focus group is businesses in the retail, food and beverage, and accommodation sectors, which account for a large proportion of the local economy .
The Director of the Tax Department requested: From now until the goal of 100% of business households being required to apply electronic invoices generated from cash registers is completed, the Branch Directors must arrange sufficient specialized staff resources. The list of responsible staff, along with contact information, must be made public and transparent for businesses to easily access. Not only that, support must be maintained continuously, both during office hours and after hours and on weekends. This is to ensure that all problems and difficulties from people and businesses are handled promptly, minimizing violations due to misunderstanding or misinterpretation of regulations.
Inter-sectoral coordination, solving difficulties at the root
Tax industry leaders also emphasized the need for coordination between tax authorities and technology solution providers, organizing centralized training conferences or going to business addresses to provide direct guidance, helping businesses not only grasp regulations but also proficiently use the electronic invoice system from cash registers.
The Steering Committees at the Tax Departments must also proactively coordinate closely with local state management agencies such as the People's Committees at the district and commune levels to seek guidance from local authorities. Making the implementation of electronic invoices a political task is a factor that helps strengthen inter-sectoral commitment and responsibility. If any problems arise during the implementation process, the Departments need to promptly summarize and promptly report to the Provincial and Municipal People's Committees and the Tax Department to seek direction and guidance on how to resolve them. Any feedback from the grassroots level needs to be handled as soon as possible.
In addition, the Director of the Tax Department also requested specialized departments such as Tax Operations, Policy - International Tax, Information Technology and Digital Transformation, Compliance Management and taxpayer support units to take strong action. Continuous coordination between the central and local levels is a key factor in effectively and synchronously implementing the electronic invoice system throughout the city.
With information technology infrastructure, the operating system must always be guaranteed to be continuous, stable and safe. Technical units must regularly check, monitor and upgrade when necessary to avoid order congestion and disconnection that affects business operations.
In fact, if successfully implemented, the use of electronic invoices from cash registers will bring many benefits: transparent revenue management, preventing tax losses, creating favorable conditions for people to access modern public services, contributing to promoting comprehensive digital transformation in the financial sector. The implementation of electronic invoices generated from cash registers is one of the key tasks in administrative reform and modernization of the Tax sector. With the strong direction from the Tax Department and the comprehensive participation of local tax agencies, the goal of 100% of business households and individuals complying with regulations is feasible. However, to achieve that goal, in addition to efforts from tax agencies, cooperation and consensus from taxpayers and the business community are needed to contribute to an important step in the national digital transformation process, as directed in resolutions of the Party and the Government.
