The working session aimed to implement the Conclusion of General Secretary To Lam at the working session with the Government Inspectorate on March 17, 2025 on handling 226 prolonged complaints and denunciations that went beyond the central level.
Pursuant to the Conclusion of General Secretary To Lam, the Prime Minister issued Decision No. 44/QD-TTg dated March 28, 2025, and the Government Inspectorate issued Plan No. 96/KH-TTCP dated March 28, 2025 on resolving prolonged complaints and denunciations that have gone beyond the central level. The Prime Minister has established working groups to work directly with localities to resolve these prolonged complaints and denunciations.
Speaking at a meeting with localities, Government Inspector General Doan Hong Phong stated: 226 cases of complaints and denunciations that have been raised beyond the level of authority and have been prolonged are mainly related to the land sector. Resolving these cases is aimed at ensuring social stability, protecting the legitimate rights and interests of the people, and at the same time strictly handling acts of deliberate procrastination and taking advantage of complaints to cause insecurity and disorder.
The Inspector General emphasized that localities must focus on resolving prolonged, crowded, and over-level complaints and denunciations in the spirit and with the highest goal of reassuring the people. Therefore, in the process of resolving the issues, Party committees, authorities, and inspection teams must clearly identify the origin of the land and the land use process, clearly classify what is a petition, complaint, or denunciation to have a basis for resolving the petitions, complaints, and denunciations of the people in accordance with the law and in a reasonable manner; develop policies to support the people...
During the inspection process, if violations by organizations and individuals in State land management are discovered, they must be strictly handled, including those who have retired or transferred jobs, to ensure deterrence and warning for other cases and individuals.
Continue to organize dialogues with people during and after resolving cases, in order to create consensus among people, maintain political stability and social order in the area.
According to Government Inspector General Doan Hong Phong, these cases must be resolved before June 30, 2025.
In addition, the Working Group also reviewed other cases that are at risk of becoming hot spots, in order to maintain political stability in the area, contributing to the reorganization of the apparatus and the merger and consolidation of administrative units at the commune and provincial levels, and the termination of district-level activities.
