Speaking at the meeting, Hai Phong Party Secretary Le Tien Chau emphasized that in order for Hai Phong to achieve the goal of being in the top 3 localities nationwide in digital transformation by 2025, agencies and units need to be more determined in performing assigned tasks; seek support from central ministries and branches as well as learn from the experiences of previous localities.
Hai Phong needs to continue to coordinate with Hai Duong province to review and carefully evaluate the current situation and targets in the Central Plan to complete and supplement new goals, targets, and action plans in the direction of closely following the targets assigned by the Central Government; specifically assess the current status of infrastructure and technology platforms of the two localities to unify the plan for using and operating the information system when merging; regularly inspect, urge, and review tasks in resolutions, plans, and work programs of the Central Government and the City so as not to miss assigned tasks; focus on building a monitoring system in the implementation of Resolution No. 57-NQ/TW of the City, connecting the Central Government's monitoring system; propose to the Central Government to allow Hai Phong City to pilot a number of tasks on digital transformation.
The Secretary of the Hai Phong City Party Committee proposed that the City Party Committee and People's Committee, based on the action plan, advise the City Party Committee to issue an implementation plan for the period 2026-2030, in which specific tasks are determined for each year with the motto of clear people, clear work, clear progress, clear results, clear responsibilities, and clear resources.
At the same time, the Party Committee of the City People's Committee builds a cooperation plan with advanced countries in the world, the region, and the leading localities in the country in science and technology, innovation, and digital transformation to learn from experience, focusing on developing strong areas such as seaports, industry, and logistics; promptly report to the Standing Committee of the City Party Committee to issue a Directive to apply AI in performing tasks; focus on investing in and upgrading the City's data center; build a smart monitoring and control center, a center to support startups and innovation.
The Secretary of the Hai Phong City Party Committee requested the City Party Committee Office to regularly inspect, urge, and review the tasks of the Steering Committee members and agencies and units; coordinate with the City Party Committee and People's Committee to develop software to synthesize information and reports of the city's political system to ensure smooth operations when implementing a two-level local government and merging with Hai Duong province.
The City Party Committee's Propaganda and Mass Mobilization Department focuses on implementing the "Digital Education for the People" movement with a synchronous and creative approach, ensuring the necessary skills in people's daily lives.
The Department of Home Affairs studies and supplements the Resolution on attracting talent in the direction of having special mechanisms for cadres working in science, technology, and innovation.
The Vietnam Fatherland Front Committee of the City and organizations continue to propagate the implementation of Resolution No. 57-NQ/TW with creative ways, ensuring that cadres, party members, and people can easily remember and follow.
The Secretary of the Hai Phong City Party Committee also requested members of the City Steering Committee on Science and Technology Development, Innovation and Digital Transformation and the Working Group and advisory members to closely follow the assigned tasks, considering this as the city's key task to develop and advance in the coming period.
