Deputy Prime Minister directs to 'remove difficulties' at 2 highway projects

(PLVN) - Deputy Prime Minister Ho Duc Phoc requested relevant agencies, especially Dong Nai and Ba Ria - Vung Tau provinces, to urgently remove obstacles in site clearance, material supply and construction to ensure the completion of the Ben Luc - Long Thanh and Bien Hoa - Vung Tau expressway projects, phase 1, in 2025.

On June 4, 2025, the Government Office issued a document conveying the direction of Deputy Prime Minister Ho Duc Phoc on removing difficulties and obstacles at the Ben Luc - Long Thanh Expressway Project and Bien Hoa - Vung Tau Expressway Project, Phase 1.

In the document, the Deputy Prime Minister requested the Ministry of Construction and relevant localities to quickly deploy necessary tasks to speed up the progress of these projects.

Regarding site clearance, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct relevant units to speed up the progress of site handover (0.3km of Ben Luc - Long Thanh Expressway Project; the remaining 0.62km and 114 households of Component Project (DATP) 1, the scope of the overpass on DT.770B road of DATP 2 of Bien Hoa - Vung Tau Expressway Project), ensuring the completion progress according to the direction of the Prime Minister.

At the same time, the People's Committee of Dong Nai province resolutely directed relevant units to speed up the relocation of 19 high-voltage power lines and 50 low-voltage power lines to ensure completion progress according to the direction of the Prime Minister.

Regarding the source of stone materials, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct relevant departments and branches to review and consider increasing capacity and adding more mines to increase the supply volume, meeting the demand for construction materials according to the plan (about ^2,000m3 /day for DATP 1 and about ^3,500m3 /day for DATP 2); direct enterprises to increase mining operation time, including holidays, weekends and nights (shift 2, shift 3) to ensure continuous supply of materials to contractors. Along with that, strictly manage the price of construction materials, prevent the situation of taking advantage of the scarcity of supply to raise prices, forcing down prices, affecting the progress and implementation costs.

Regarding construction, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct the Project Management Board and contractors to focus financial resources, mobilize more human resources and equipment, increase construction sites, consider applying technical solutions to shorten construction time, organize construction in "3 shifts, 4 teams" to complete DATP1 Bien Hoa - Vung Tau Expressway Project in 2025, ensuring quality, efficiency and safety of the project.

The People's Committee of Ba Ria - Vung Tau province directed investors and contractors to speed up the construction progress of DATP 3 to soon complete the project according to the set plan.

The Ministry of Construction directed the Vietnam Expressway Corporation, Project Management Board 85 and contractors to increase human resources, construction equipment, financial resources, and speed up construction progress to complete the two projects in 2025, ensuring quality, efficiency and safety of the works.

The Ben Luc-Long Thanh Expressway Project has a total length of 57.8km. The starting point is at the intersection with the Ho Chi Minh City-Trung Luong Expressway, the end point connects with the Tan Hiep Interchange of the Bien Hoa-Vung Tau Expressway Project. The project passes through Long An province (2.7km), Ho Chi Minh City (26.4km) and Dong Nai province (28.7km).

The Bien Hoa-Vung Tau Expressway project has a total length of about 53.7km (Dong Nai province about 34.2km; Ba Ria-Vung Tau province about 19.5km), invested according to the scale of a 100km/h expressway, the cross-sectional scale of phase 1 is from 4-6 lanes for each section; the expansion phase ensures a scale of 6-8 lanes.
