The conference was chaired by comrades Nguyen Thanh Tam, member of the Party Central Committee, Deputy Head of the Central Organizing Committee; Secretary of Bac Lieu Provincial Party Committee Lu Van Hung and Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai.
Accordingly, the personnel plan for the Executive Committee (EC), Standing Committee (SBC), Inspection Committee (IC) of the Provincial Party Committee and the expected assignment of members of the EC and members of the Provincial Party Committee's Standing Committee were thoroughly grasped and unanimously developed by the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Standing Committee of the two provinces of Bac Lieu and Ca Mau, ensuring the viewpoints, principles, requirements, standards, structure, number of members of the EC, members of the SBC, and IC according to Directive No. 45-CT/TW, Conclusion No. 150-KL/TW of the Politburo and relevant conclusions and instructions of the Central and the province.
The assignment and arrangement of cadres must be strict, thorough, democratic, objective, transparent, fair, impartial, in accordance with the Party's principles and regulations and the practical situation of the locality.
After discussion, the Standing Committee of Bac Lieu and Ca Mau Provincial Party Committees agreed on the personnel plan for the Executive Committee, Standing Committee, Inspection Committee and planned to assign members of the Provincial Party Committee, Standing Committee of the Provincial Party Committee, and members of the Inspection Committee of Ca Mau Provincial Party Committee as proposed by the Standing Committee of Bac Lieu Provincial Party Committee and the Standing Committee of Ca Mau Provincial Party Committee.
Specifically, the Provincial Party Committee has 79 members, of which 58 members are eligible for re-election for the 2025-2030 term (Bac Lieu has 26 members, Ca Mau has 32 members). The Provincial Party Committee has 29 members, of which 22 members are eligible for re-election.
Key positions (Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation and alternate members of the Party Central Committee who are members of the Provincial Party Committee Standing Committee) are considered and decided by the Politburo and the Secretariat according to their authority.
The Provincial Party Committee's Inspection Commission has 15 members and agreed to assign members of the Provincial Party Committee, members of the Provincial Party Committee's Standing Committee, and members of the Ca Mau Provincial Party Committee's Inspection Commission (when Bac Lieu and Ca Mau provinces merge).
At the same time, recommend and propose that the Politburo, the Central Party Secretariat, and the Central Organization Committee consider and allow the Provincial Party Committee to combine the arrangement and appointment of leadership and management positions in conjunction with the provincial personnel plan to terminate district-level activities and reorganize commune-level activities.
Because the number of members of the Provincial Party Committee Standing Committee after the merger is higher than 1/3 of the number of Executive Committee members, and at the same time, the proportion of female and young cadres after the merger is not guaranteed, it is proposed to consider allowing the addition of the number of members of the Provincial Party Committee Standing Committee for the 2025-2030 term to create conditions for adding female and young cadres to the Provincial Party Committee Standing Committee where necessary, while ensuring that the number of members of the Provincial Party Committee Standing Committee is not higher than 1/3 of the number of Executive Committee members.
The conference also assigned the Organizing Committee of the Ca Mau Provincial Party Committee to coordinate with the Organizing Committee of the Bac Lieu Provincial Party Committee to receive opinions from delegates attending the meeting and comments from the Central Organizing Committee, complete the personnel plan, advise the Standing Committee of the Provincial Party Committee to report to the Central Organizing Committee for consideration and comments before June 10, 2025.
At the same time, continue to receive comments from the Central Organizing Committee and relevant agencies, advise the Standing Committees of Bac Lieu and Ca Mau provinces to complete the personnel plan to submit to the Politburo and the Central Party Secretariat for consideration and appointment of personnel according to regulations, before June 15, 2025.
Appreciating the proactive spirit of the Provincial Party Committees of Bac Lieu and Ca Mau, Deputy Head of the Central Organization Committee Nguyen Thanh Tam basically agreed on the personnel plan for the Executive Committee, Standing Committee, Inspection Committee and planned to assign members of the Provincial Party Committee and the Standing Committee of the Ca Mau Provincial Party Committee.
Regarding the proposal to increase the number of members of the Provincial Party Committee for the 2025-2030 term to facilitate the addition of female and young cadres, the Deputy Head of the Central Organizing Committee requested the Standing Committees of the Provincial Party Committees of the two provinces to provide specific reports so that the Central Organizing Committee has a basis for consideration and conclusion. Regarding the restructuring issue according to Directive 45, the number will remain the same for now, based on the existing source of cadres; in the new term, there will continue to be training and creating sources with priority given to young and female structures.
The Deputy Head of the Central Organizing Committee informed that for non-professional cadres in communes who quit their jobs after the reorganization, the Central Government will have a timely support policy. Currently, the Ministry of Home Affairs is developing common criteria for civil servants and public employees so that in the future, after completing the merger, depending on the actual needs of each commune and local government, a form of recruitment exam can be applied, in which priority will be given to non-professional cadres.
