After receiving the complaint, the Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province requested the leaders of the Animal Husbandry, Veterinary Medicine and Aquaculture Station of Phung Hiep district and Mr. C to write a specific report on the incident.
Implementing the direction of the Ministry of Agriculture and Environment's leaders in Official Dispatch No. 2756/BNNMT-VP dated June 3, 2025 on checking and verifying the incorrect quarantine stamp on sick pigs of CP Vietnam Livestock Joint Stock Company (CP Vietnam), the Department of Animal Husbandry and Veterinary Medicine issued Official Dispatch No. 879/CNTY-TYCĐ dated June 4, 2025 to the Department of Animal Husbandry, Veterinary Medicine - Aquaculture of Hau Giang province.
Accordingly, the Department of Animal Husbandry and Veterinary Medicine requested to report the illegal slaughter control stamping, provide full slaughter control records; procedures, records of carcass handling in the photo circulating on social networks and other related documents.
Through studying the report of the Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province and related documents, the Department of Animal Husbandry and Veterinary Medicine said that the work of implementing slaughter control at the Dung - Nga cattle slaughterhouse (address: Long Hoa A1 hamlet, Long Thanh commune, Phung Hiep district, Hau Giang province), where the photo was taken, was managed by the Phung Hiep District Animal Husbandry, Veterinary Medicine and Aquaculture Station; The Station assigned Mr. NLC, an officer of the Station, to be on duty to control the slaughter on March 26, 2022.
Mr. C is an officer, Animal Disease Diagnostician level III; trained in quarantine, slaughter control, veterinary hygiene inspection of animals, terrestrial animal products, quarantine of animals, aquatic animal products from June 26-30, 2017; was granted a Certificate of completion of the training course by the Veterinary Department of Region VII.
Thus, in comparison with the provisions at Point d, Clause 2, Article 41 of Circular No. 09/2016/TT-BNNPTNT dated June 1, 2016 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) regulating slaughter control and veterinary hygiene inspection (amended and supplemented at Clause 14, Article 1 of Circular No. 10/2022/TT-BNNPTNT dated September 14, 2022), Mr. C meets the regulations to implement slaughter control.
The incident of stamping the slaughter control seal against regulations occurred at 1:00 a.m. on March 26, 2022, at the Dung - Nga livestock slaughterhouse; the total number of pigs slaughtered that night was 35, each batch slaughtered 5-7 pigs at the same time.
Mr. C did not observe both sides of the pig carcass but stamped the slaughter control on one side. Later, he discovered that the other side of the carcass had many inflamed spots and did not meet veterinary hygiene standards, so he did not stamp the slaughter control but asked the facility owner to destroy the carcass.
The owner and staff of Vietnam Joint Stock Company discussed and agreed to handle veterinary hygiene for both carcasses (one carcass had two slaughter control stamps) by boiling and converting the purpose of use to feed aquatic animals (a fish pond right on the premises of the 1.5-hectare slaughterhouse). The Department provided images of the place where the carcasses were handled without ensuring veterinary hygiene (by cooking) and images of the fish pond.
According to Mr. C's report dated June 2, 2025, Mr. C supervised the veterinary hygiene treatment of the 2 pieces of pork carcass in the photo, but did not make a record of the veterinary hygiene status as well as the veterinary hygiene treatment record and signed the Request for Cancellation of Vietnam Joint Stock Company.
Thus, Mr. C has not fully complied with the slaughter control process, veterinary hygiene treatment process for animals, and animal products that do not meet veterinary hygiene requirements as prescribed in Circular No. 09/2016/TT-BNNPTNT.
Specifically, Mr. C used a slaughter control stamp (rectangular stamp) to stamp on the carcass that did not ensure veterinary hygiene; handled the carcass for veterinary hygiene but did not make a record according to form No. 05, Appendix II, Circular No. 09, nor did he keep records of the inspection and supervision of the veterinary hygiene handling process for animal products.
The Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province stated that the reason for the incident of veterinary staff violating the regulations on stamping slaughter control and handling carcasses that did not ensure veterinary hygiene as prescribed in Circular 09/2016/TT BNNPTNT was due to: Inspection and supervision of slaughter activities were not regular due to the lack of personnel in the unit (the Department currently has 13 positions including 3 leaders who are in charge of 3 major areas of animal husbandry, veterinary medicine, and aquaculture, while only 1 civil servant is in charge of animal quarantine, slaughter control, veterinary hygiene inspection and food safety). The veterinary staff on duty to control the slaughter on March 26, 2022 did not fully perform their assigned responsibilities.
After receiving the complaint, the Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province requested the leaders of the Animal Husbandry, Veterinary Medicine and Aquaculture Station of Phung Hiep district and Mr. C to write a specific report on the incident. In addition, the Department is also collecting more related records and documents to handle according to regulations.
Regarding the management and control of slaughter in Hau Giang province, the Department of Animal Husbandry and Veterinary Medicine said that currently, in Hau Giang province, there are 19 slaughterhouses; including 11 pig slaughterhouses; 1 pig slaughterhouse combined with buffalo, cow and poultry slaughterhouses; 2 pig slaughterhouses combined with buffalo and cow slaughterhouses; 2 pig slaughterhouses combined with poultry slaughterhouses and 3 poultry slaughterhouses.
All livestock and poultry slaughterhouses in the province are assigned veterinary staff to control slaughter according to regulations. Each facility has a slaughter control logbook to monitor the number of livestock and poultry and record developments during the shift. Monthly, the affiliated stations report the results of livestock and poultry slaughter control to the Sub-Department.
In addition, the Department also regularly coordinates with relevant sectors to organize inspections of slaughter control work as well as regularly issue documents on strengthening and rectifying slaughter control work in the province.
