On June 2, Prime Minister Pham Minh Chinh signed Decision No. 1061/QD-TTg on the establishment of the Central Steering Committee for national target programs for the 2021-2025 period.
Deputy Prime Minister Nguyen Hoa Binh was assigned as Head of the Committee.
Deputy Heads of the Central Steering Committee include: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Mai Van Chinh; Deputy Prime Minister Le Thanh Long.

The Steering Committee has 22 members who are leaders of central ministries and branches, including: Minister, Head of the Government Office Tran Van Son (Standing member); Minister of Public Security, General Luong Tam Quang; Minister of Finance Nguyen Van Thang; Minister of Agriculture and Environment Do Duc Duy; Minister of Ethnic Minorities and Religions Dao Ngoc Dung; Minister of Culture, Sports and Tourism Nguyen Van Hung;
Deputy Minister of National Defense, Senior Lieutenant General Vu Hai San; Deputy Head of the Government Office Pham Manh Cuong; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Agriculture and Environment Tran Thanh Nam; Deputy Minister of Health Do Xuan Tuyen; Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Construction Nguyen Van Sinh; Deputy Minister of Science and Technology Bui Hoang Phuong; Deputy Minister of Education and Training Le Tan Dung; Deputy Minister of Home Affairs Cao Huy; Deputy Governor of the State Bank of Vietnam Dao Minh Tu; General Director of the Vietnam Bank for Social Policies Duong Quyet Thang; Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy.
The Steering Committee is responsible for assisting the Prime Minister in directing, operating, and resolving general tasks related to the management and implementation of national target programs in the 2021-2025 period and preparing for implementation in the 2026-2030 period.
The Central Steering Committee is responsible for researching, advising, recommending, and proposing to the Prime Minister directions and solutions for directing and operating general issues in the management and implementation of national target programs.
Assist the Prime Minister in directing, operating and coordinating activities between ministries, central and local agencies in organizing the implementation of national target programs; direct and urge ministries, central and local agencies to summarize and evaluate the results of implementing national target programs in the period of 2021 - 2025; prepare for implementation in the period of 2026 - 2030 and perform other tasks assigned by the Prime Minister.
Regarding organization, the Ministry of Finance is assigned to be the standing agency of the Steering Committee, using the existing apparatus to perform the tasks of advising, synthesizing, and supervising in general. Ministries and agencies with leaders participating in the Steering Committee use their existing staff to support the members in performing their assigned tasks, ensuring a streamlined apparatus and no additional staffing.
