Performance of the agricultural and environmental sectors after the merger

Thanh Hoa Department of Agriculture and Environment deploys tasks for 2025.

Thanks to that, the process of making decisions, implementing policies and handling administrative procedures for people and businesses is accelerated and much more effective.

A clear demonstration after the merger between the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment, taking over the poverty reduction task of the Department of Labor - Invalids and Social Affairs to become the Department of Agriculture and Environment, is the drastic implementation of the organizational arrangement, early stabilization of the agency's internal affairs, and prompt start of work, without affecting the normal activities of society, businesses and people. Currently, the Department of Agriculture and Environment has 44 functional tasks advising the Provincial People's Committee on State management of: agriculture; forestry; salt industry; fisheries; irrigation, disaster prevention and control; rural development; poverty reduction; quality and food safety of agricultural, forestry, fishery and salt products; land; water resources; mineral resources, geology, environment; hydrometeorology; climate change; surveying and mapping; integrated management of resources and protection of the marine and island environment; public services in the agricultural and environmental sectors as prescribed by law.

Since the beginning of the year, under the direction of the Provincial Party Committee, People's Council, People's Committee, the agricultural and environmental sector has implemented the tasks assigned by the province to ensure compliance with requirements. The growth rate of the agricultural sector (VA) reached 3.5%; the area of agricultural land accumulated and concentrated for large-scale agricultural production, applying high technology is 733.8 hectares... In land, mineral and environmental management, the Department has advised the Provincial People's Committee to decide to approve the transfer, capital contribution, and lease of land use rights to implement 27 investment projects, lease land for 3 projects, allocate land with land use fees for 1 project, and approve 5 projects to determine specific land prices.

Submit to the Provincial People's Committee for approval of the 2025 land use plan for 4 district-level units; approve the list of land use rights auction projects in 2025 with 892 projects, the total land area expected to be auctioned is 730.9 hectares. Advise the Provincial People's Committee to issue and adjust 14 mineral exploitation licenses, 2 mineral exploration licenses; approve the reserves of 3 mines; auction the rights to exploit minerals of 6 mines... Currently, the unit is implementing surprise inspections under the direction of the Provincial People's Committee, information reflected by the press and people.

After the arrangement, the regulations, rules, working processes, working principles such as implementing democratic regulations, regulations on receiving citizens, regulations on managing public assets, internal regulations on receiving citizens... were implemented by the unit in accordance with the assigned procedures and regulations. The operating apparatus of the Department of Agriculture and Environment operates more smoothly, agricultural extension activities, scientific research and technology transfer have been and are being implemented in the direction of specialization and professionalism. Not only stopping at streamlining the apparatus and increasing production, Thanh Hoa's agriculture and environment sector is also actively applying digital transformation to environmental protection and natural resource management. The sector builds a database system on crops, livestock and aquatic products in the direction of digitization, helping to monitor, analyze and forecast more accurately, thereby optimizing the use of land and water resources. Management software and mobile applications are deployed to support farmers in accessing market information and advanced farming techniques, including environmentally friendly farming techniques. Along with production development, environmental protection in agriculture is also being actively implemented by the unit in strictly controlling pollution from livestock and aquaculture activities.

After more than 3 months of consolidation, the operation of the Department of Agriculture and Environment has made effective changes. Activities have been and are being promoted, especially the implementation of assigned tasks in the direction of clear people, clear work, clear responsibilities, clear time and specific products. The industry is actively researching to maximize potentials and advantages to develop effective and sustainable agricultural production; focusing on developing large-scale agricultural production, high added value, modern, clean agricultural production, building product brands, low carbon emissions. At the same time, promoting digital transformation, applying science, technology, innovation in the activities of the department and its affiliated units...
