Regarding this issue, the Ministry of Health responded as follows:
On April 26, 2022, the Ministry of Health signed and issued Circular No. 03/2022/TT-BYT amending and supplementing a number of regulations on professional title standards for health sector civil servants. According to the provisions of Circular No. 03/2022/TT-BYT, health sector civil servants who have been appointed and ranked according to professional titles of grade IV (Grade IV Nurse, Grade IV Midwife, Grade IV Medical Technician, Grade IV Pharmacy, Grade IV Population Officer), and have a university degree in the correct major or training group, are guaranteed to meet the standards and conditions to be transferred to the salary coefficient of the salary table for type A0 civil servants (from coefficient 2.1 to coefficient 4.89).
Medical professionals who have been appointed and have their salaries ranked according to the professional title of level IV (Nursing level IV, Midwifery level IV, Medical Technician level IV, Pharmacy level IV, Population Officer level IV) and have a university degree in the correct major or training group before January 1, 2025 are guaranteed to meet the training requirements of the professional title of medical professional of level IV without having to retake college level training.
