With the motto of focusing on the grassroots and closely following the locality, the Cai Lay Town Military Command has constantly innovated the content and form of mass mobilization activities, promoting the role of coordination with departments, branches, organizations, and local Party committees and authorities. Thereby, it has made an important contribution to strengthening people's trust, building a solid national defense posture associated with a solid people's security posture.

Right from the beginning of the 2021 - 2025 period, 100% of the town's military officers and soldiers have registered to carry out the emulation movement "Skilled mass mobilization" with a high sense of responsibility.Education and propaganda work has been promoted, helping each officer and party member deeply understand the position, role and significance of mass mobilization work, thereby raising self-awareness, promoting the role of setting an example, and spreading the movement throughout the unit.

Along with propaganda, inspection and supervision work is also carried out closely and effectively. The Party Committee and Military Command of the town regularly inspect the implementation of grassroots democracy regulations and the emulation movement "Skilled mass mobilization", promptly correct shortcomings, promote effective models, contribute to building a clean Party organization, a strong and comprehensive unit, exemplary, and successfully completing assigned political tasks.

The emulation movement “Skillful mass mobilization” has promoted the combined strength in coordination between the armed forces and departments, branches and organizations. In the past 5 years, the Cai Lay Town Military Command has organized more than 25 mass mobilization campaigns with over 1,600 participants.

Propaganda content focuses on disseminating the Party's guidelines and policies, the State's policies and laws, contributing to raising vigilance against the " peaceful evolution" plot of hostile forces, and strengthening people's trust in the leadership of the Party and local authorities.

In addition, mass mobilization work was carried out in conjunction with socio-economic development, new rural construction, and care for people's lives. Cai Lay Town Military Command organized thousands of officers and soldiers to participate in field trips combined with mass mobilization work, repairing nearly 40 km of roads, dredging 25 km of canals, planting more than 10 km of flower and tree-lined roads, contributing to improving rural infrastructure.

The town's military actively participated in overcoming the consequences of natural disasters, supporting the construction of dozens of gratitude houses, comradeship houses, and great solidarity houses for policy families and poor households; donating hundreds of millions of VND and thousands of working days to help Phu Quy and Tan Phu communes build new rural areas.

Regarding force building, the Cai Lay Town Military Command has closely coordinated with the Party Committee and the government to strengthen the Militia and Self-Defense Forces and the Mobilization Reserve in accordance with regulations and to ensure quality. Military recruitment is organized democratically and publicly, achieving 100% of the annual target.

All grassroots military branches have Party committees, the rate of Party members in the Militia and Self-Defense Force is 27.09%, the reserve force is registered and strictly managed, contributing to building an increasingly solid national defense posture associated with a people's security posture. Many creative and practical ways have been implemented such as: Mobilizing funds to build houses of comradeship and great solidarity; participating with localities in building strong and comprehensive communes, consolidating party organizations and mass organizations at the grassroots level; mobilizing organizations and individuals to take advantage of self-sufficient funds to support production, transfer crops and livestock to people, especially those in difficult circumstances; marching and picnicking combined with "eating, living and working with the people"... All have contributed to spreading the image of "Uncle Ho's soldiers" close, dedicated and responsible in the hearts of the people.

After 5 years of implementation, the emulation movement "Skilled Civil Affairs", building "Good Civil Affairs Unit" of Cai Lay Town Military Forces has achieved many outstanding and comprehensive results, becoming a bright spot in the province's civil affairs work.
