For the commune level, the number of commune-level staff after the reorganization and when the local government at the commune level comes into stable operation; it is expected to arrange 199,260 staff and civil servants; it is expected to decrease by about 110,786 (due to restructuring according to job positions, retirement, and resignation according to policy).
Completed appraisal of project documents of 63 provinces and cities
On May 9, Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the implementation of administrative unit arrangement at all levels and the organization of 3-level local government.
Minister Pham Thi Thanh Tra said that in the past time, provinces and cities have carried out the processes and procedures for building the dossiers of the Provincial-level Administrative Unit Arrangement Project and the Commune-level Administrative Unit Arrangement Project to submit to the Government (through the Ministry of Home Affairs) before May 1, 2025 as prescribed.
The Ministry of Home Affairs - the Standing Agency of the Government Steering Committee has focused on mobilizing all resources to quickly organize the appraisal of the Project dossiers of 63 provinces and cities; at the same time, building the Project on arranging provincial-level administrative units and 34 dossiers of the Project on arranging commune-level administrative units of new pairs of provinces in 63 provinces and cities.
By May 8, all documents and projects had been completed to advise the Government to submit to the National Assembly Standing Committee for consideration and decision on the arrangement of administrative units of 63 provinces and cities (belonging to 34 new provinces) and the documents of the Project on the arrangement of provincial-level administrative units submitted to the National Assembly for consideration and decision and the documents of the Project on the arrangement of provincial-level administrative units submitted to the National Assembly for consideration and decision.
Through the assessment and synthesis of the Ministry of Home Affairs, it shows that all localities have focused on speeding up the progress and completing the collection of public opinions with a high consensus rate, reaching an average of nearly 96%.
Regarding the results of approval by People's Councils at all levels, all People's Councils at provincial, district and communal levels nationwide have issued Resolutions approving the Projects with a majority consensus rate of 100%.
Expected to have 3,321 commune-level administrative units
Regarding the number of commune-level administrative units reduced and newly formed after the rearrangement, according to the synthesis from the Project documents of localities, it is expected that after the rearrangement, the whole country will reduce 6,714 units (reduced by 66.91%, ensuring the reduction rate according to the Central regulations of 60% - 70%, from 10,035 commune-level administrative units to 3,321 commune-level administrative units).
Of which, Hanoi city is the locality with the largest reduction rate (76.05%) and Can Tho city is the locality with the lowest reduction rate (60% reduction).
Of which, 5 localities with large reductions in numbers are: Hanoi; Thai Binh; Hung Yen; Quang Binh and Hai Phong.
The 5 localities with the smallest decrease in numbers are: Can Tho City; Soc Trang; Dak Nong; Ben Tre and Kon Tum.
The number of commune-level administrative units that are not reorganized (remain the same) is 128 units in 36 provinces and cities, including 28 units with isolated locations in 15 provinces and cities.
In general, the average reduction of 66.91% in the number of commune-level administrative units nationwide is consistent with the policy of the Central Executive Committee and the practical conditions of localities, basically meeting the requirements of building commune-level governments close to the people to better serve the people.
Ending the activities of about 120,500 part-time activists at the commune level
Regarding the expected reduction in the number of cadres and civil servants (excluding public employees), Minister Pham Thi Thanh Tra said that at the provincial level, the number of positions assigned by competent authorities in 2022 is 110,233 cadres and civil servants.
The number of provincial-level staff after the reorganization and when the provincial-level local government comes into stable operation, it is expected to arrange about 91,784 staff and civil servant positions, accordingly, it is expected to reduce about 18,449 positions (due to restructuring according to job positions).
For commune level (formed after the end of district level activities and transfer of district level establishment to commune level (old) to arrange according to new commune level administrative units).
The number of district and commune-level positions assigned by competent authorities in 2022 is 310,046 positions for cadres and civil servants (of which: 97,440 positions at district level and 212,606 positions at commune level).
The number of commune-level staff after the reorganization and when the local government at the commune level comes into stable operation, it is expected to arrange 199,260 staff and civil servants, accordingly it is expected to decrease by about 110,786 (due to restructuring according to job positions, retirement, and resignation according to policy).
The number of non-professional activists at the commune level nationwide ended at 120,500 people.
