Launching a high-profile campaign to combat fake drugs, cosmetics and food nationwide

(Chinhphu.vn) - Implementing the Prime Minister's telegram No. 65/QD-TTg, the Ministry of Health requested localities to launch a high-point campaign to combat counterfeit goods such as drugs, cosmetics, food, medical equipment, chemicals... from May 15 to June 15.

In just the past month, the Prime Minister has issued many directives related to handling cases of counterfeit goods production and trade, while emphasizing that competent authorities must promptly prevent and handle acts of counterfeit goods production and trade (Telegram No. 40/CD-TTg dated April 17, 2025, No. 41/CD-TT dated April 17, 2025 and No. 55/CD-TTg dated May 2, 2025).

Recently, on May 15, the Prime Minister continued to issue Official Dispatch No. 65/QD-TTg on launching a peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

To implement this Official Dispatch, on May 17, the Ministry of Health issued a document requesting the People's Committees of provinces and cities to launch a high-profile campaign to combat and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement from May 15 to June 15, 2025 for pharmaceutical products, drugs derived from medicinal herbs, cosmetics, food, medical equipment, insecticides, and disinfectants used in households and health care.

Localities are responsible for reporting implementation results to the Ministry of Health before June 20 for synthesis and reporting to the Prime Minister.

The Ministry of Health also requested localities to continue to resolutely and effectively implement Official Dispatch No. 40/CD-TTg on handling the case of production and distribution of fake milk, No. 41/CD-TTg on handling the case of production and trade of fake medicines and health protection foods, and Official Dispatch No. 55/CD-TTg on strengthening coordination and strictly handling organizations and individuals involved in the production and trade of fake medicines, fake milk and fake health protection foods; and Official Dispatches of the Ministry of Health on strengthening the fight against fake medicines, fake milk and fake health protection foods.

Civil servants and public employees are legally responsible, and Chairmen of People's Committees of provinces and cities are fully responsible if violations occur.

At the same time, the Ministry of Health requested localities to coordinate with the Ministry of Health to implement on schedule and complete the assigned tasks in Plan No. 614/KH-BYT dated May 13, 2025 of the Minister of Health on the implementation of the above telegrams in provinces and cities.

Directing competent authorities to step up inspection, control and strict handling of the trade and business of counterfeit drugs, smuggled drugs and drugs of unknown origin; focusing on combating organized crimes, performing well the work of receiving and handling crime reports and denunciations, strengthening communication to raise awareness and change people's behavior in preventing and combating crime and organized crime.

Tighten the management of conditional business lines and professions in the medical field in the area, promptly detect violations and signs of crime to coordinate with functional units to find the root cause, to prevent, handle and recommend prosecution in case of violations according to the provisions of law.

Direct the Department of Health to coordinate with the Department of Science and Technology and related units to disseminate and request scientists and managers of the health sector to sign a commitment not to advertise or introduce false information, information lacking scientific basis or basis, or to exaggerate the features and uses of products without carefully verifying legal documents related to the products; to be responsible before the law if there is any act of false advertising.

Direct agencies and units to disseminate to all cadres, civil servants, public employees and workers to strictly implement public discipline, regulations, rules and working procedures; enhance responsibility, ethics and public service awareness; absolutely not be affected, influenced or have group interests in the process of handling administrative procedures related to appraisal, granting of operating licenses and product announcements in the medical field in the area.

Strengthen the work of inspecting and supervising the implementation of regulations on preventing and combating corruption and negativity in order to promptly detect, correct and strictly handle acts of corruption, cover-up and tolerance according to the provisions of law.

Civil servants and public employees shall be legally responsible for any violations that occur during the performance of their duties; Chairmen of People's Committees of provinces and cities shall be fully responsible to the Prime Minister for any production, business, or sale of counterfeit drugs, health protection foods, cosmetics, or medical equipment in their localities.

Establishment of Government Task Force

On May 17, Deputy Prime Minister Bui Thanh Son also signed Decision No. 950/QD-TTg to establish the Prime Minister's Working Group on the peak of the fight to prevent and repel crimes of smuggling, trade fraud, and counterfeit goods (Working Group).

The Head of the Working Group is Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389. The Deputy Heads of the Working Group are members of the National Steering Committee 389, including: Comrade Vo Minh Luong, Deputy Minister of National Defense; Comrade Nguyen Ngoc Lam, Deputy Minister of Public Security; Comrade Nguyen Duc Chi, Deputy Minister of Finance; Comrade Nguyen Sinh Nhat Tan, Deputy Minister of Industry and Trade.

According to the Decision, the tasks and powers of the Working Group are to direct, inspect, and urge ministries, branches, localities, and functional forces to deploy and implement Official Dispatch No. 65/CD-TTg of the Prime Minister on launching a peak campaign against smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights; and the directions of the Government, the Prime Minister, and the National Steering Committee 389 in the fight against smuggling, trade fraud, and counterfeit goods.

Directing the inspection and recommending the handling of organizations and individuals who lack a sense of responsibility, are negative, lax in management, assist in smuggling, trade fraud, production and trade of counterfeit goods, and infringement of intellectual property rights.

Request relevant ministries, branches, localities and functional forces to provide information on the situation and results of fighting smuggling, trade fraud and counterfeit goods in the area and management field; and documents on violations when necessary.

Conduct a summary and evaluation of the implementation of the telegram; propose to the Prime Minister directions and solutions to resolve important, inter-sectoral issues to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods; report to the Prime Minister the results.
