As one of many households affected by the above project, Mr. Nguyen Van Quang (cluster 8, village 1, Hoa Thang commune) said that the project was implemented at the end of 2021 on a land area of more than 10 hectares, with a higher ground than his house and the surrounding households. The project stopped construction in 2023.
From May 2022 to present (the construction project has completed about 50% of the contract value), every rainy season, Mr. Quang's family often has to face the scene of rainwater from the project overflowing onto the road into the yard, into the garden, collapsing the fence, not only affecting daily life but also affecting the nursery.
Since the beginning of this year's rainy season, rainwater has damaged many of his family's coffee seedling beds, causing property damage of about 27 million VND.

To limit rainwater from entering the house and garden, Mr. Quang had to hire an excavator to dig a drainage ditch above the project's drainage system. "My family's income depends only on the nursery. As a last resort, I had to hire a machine to dig a drainage ditch. However, this solution is only a temporary solution and does not solve the root of the problem. I hope the investor and the construction unit will continue to implement the project and complete it soon so as not to affect my family's life and work," Mr. Quang said.
About 200m from Mr. Quang's house, after every heavy rain, Mrs. Pham Thi Tam and her children hurriedly use rakes and brooms to clean up the trash and dirty soil in the yard that was washed away by rainwater from the construction site. Not only that, because the drainage system in front of Mrs. Tam's garden is under construction, every time it rains, the water from here flows directly into her garden, causing flooding. During the rainy season of 2023, the rainwater collapsed about 5 square meters of her family's solidly built fence. Since this fence collapsed, rainwater and soil have also filled up some rice fields in the fields of 3 other households (behind Mrs. Tam's garden).

According to research, the above project was approved for construction investment by the People's Committee of Buon Ma Thuot City in Decision No. 5234/QD-UBND, dated August 13, 2019; with a total adjusted investment of more than 85.9 billion VND. The project investor is the Buon Ma Thuot City Construction Investment Project Management Board.
The contractor for construction and equipment installation of the project is the joint venture of Nam Son Construction Company Limited, Viet Long Company Limited and Ngoc Minh Construction Company Limited with a winning bid price of over 40 billion VND. The project started construction on October 20, 2021 and has been suspended since December 2023. The reason is that the relevant agencies under the City People's Committee have not yet agreed on land acquisition to carry out the project of the slope foot and the left-side culvert of Road No. 7 of the project.
Mr. Ngo Huynh Phong, Director of the above project (under the Buon Ma Thuot City Construction Investment Project Management Board) informed that the unit has reached an agreement with the households living around the project's discharge gate area on temporary technical handling, ensuring the project's drainage capacity. On June 6, 2025, the construction unit completed the dredging and digging of a ditch from the unfinished discharge gate location to the water intake location on Vo Nguyen Giap Street (the ditch is dug close to the foot of the Vo Nguyen Giap Street embankment; the ditch is about 1 m wide and about 70 m long). The construction unit has also scraped the layer of soil that has been filled in the fields of the above households. After the site is handed over, the construction unit will restore the original land status to the households and continue to implement the construction of the project in accordance with the approved design documents.
It is known that the problems in land acquisition at the project have been resolved; Buon Ma Thuot City People's Committee has issued a notice of additional land acquisition for 15 plots of land of 11 households to continue implementing the project. On March 24, 2025, the City Land Fund Development Center also issued an official dispatch requesting the City Department of Agriculture and Environment to determine specific land prices, which is the basis for making a compensation plan for site clearance of the project.
The project's long-term suspension has affected the lives of many households. It is thought that relevant authorities need to quickly speed up the progress of compensation and site clearance so that the project can continue to be implemented on schedule, ensuring investment efficiency.
