Better serve people and businesses
Since the beginning of the year, the Provincial People's Committee has issued many documents to promptly lead and direct institutional reform, focusing most on reviewing and handling legal documents related to the arrangement and organization of two-level local governments. The Provincial People's Committee, the Steering Committee for administrative reform (PAR), and improving the provincial investment and business environment have also promptly issued documents directing and operating the province's PAR so that agencies and units can synchronously implement it throughout the province in 2025, contributing to improving the efficiency, effectiveness, efficiency and quality of operations of agencies and units, innovation and digital transformation, and successfully completing the targets and tasks set by the province.
Mr. Le Minh, director of a business in Dong Hoa town, shared: “Recently, the processing of documents and investment procedures of businesses has been resolved much faster. Officials and civil servants proactively guide and accompany businesses. These are important steps that need to be improved every day, especially when operating a two-level government in the coming time.”
According to Chairman of Dong Xuan District People's Committee Dang Van Trong, institutional reform in the district has always been given attention and focus, and legal documents issued are increasingly of high quality, effective and in accordance with current regulations. The district has also implemented well and promptly the work of monitoring law enforcement. In particular, district leaders have directed agencies and units to resolutely and synchronously implement tasks and solutions to improve the effectiveness of administrative reform and digital transformation, meeting development requirements in the new situation.
Agencies and localities must regularly review and promptly specify legal regulations; detect, handle or propose handling of overlapping, contradictory, illegal, expired or no longer suitable regulations with current laws and the actual situation of the province, especially legal documents affected by the reorganization of the state apparatus, meeting the requirements set out, ensuring that there are no legal gaps after the reorganization and organization of the apparatus and ensuring the unity, synchronization, effectiveness and efficiency of legal documents.

According to the Department of Justice, implementing the direction of the Provincial People's Committee, the department has reported the results of reviewing legal documents of the Provincial People's Council and People's Committee with contents related to reviewing legal documents affected by the organization of the apparatus; results of reviewing legal documents related to the implementation of issues when arranging provincial-level administrative units and implementing the 2-level local government organization model; results of reviewing legal documents related to economic development, promoting science and technology, innovation and digital transformation. At the same time, coordinate with agencies, units and localities to report on the implementation of the Index of Improvement of Legal Regulations in the first 6 months of 2025..., contributing to timely detection of documents that are no longer suitable or contradictory, thereby proposing timely amendments and supplements.
Comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, said that every institutional change, no matter how small, is aimed at the ultimate goal: to better serve the people and businesses. Therefore, in administrative reform in general and institutional reform in particular, each level and each sector has a certain role, especially in the stage of arranging and organizing the two-level government. As of May 2025, the province has issued 5 resolutions of the Provincial People's Council and 45 decisions of the Provincial People's Committee as legal documents to lead and direct the implementation of tasks related to institutional reform.
There needs to be synchronization.
However, according to the head of the Provincial People's Committee, in addition to positive changes in institutional reform, there is still a situation where the heads of some agencies and units are not closely following, lacking in monitoring, inspecting and supervising the work of their units, leading to the situation of missing work and not grasping the work. Coordination between some agencies and units is not really effective, smooth and synchronous. To move towards a modern and effective administration, there still needs to be synchronization from the central to local levels in perfecting institutions and improving the capacity of staff.
In the coming time, comrade Ta Anh Tuan requested departments, branches and localities in the province to continue to innovate their thinking and working methods, boldly apply initiatives and apply science and technology in implementing administrative reform; effectively implement propaganda work on administrative reform so that people and businesses know and accompany the province. At the same time, review the whole situation, promptly advise on the final handling of assigned tasks and tasks that are still pending, especially tasks of inter-sectoral coordination, difficult, complicated and long-term tasks.
"Absolutely do not transfer or push the tasks under the authority of your unit to other agencies and units. Continue to self-assess and score the quality of operations of agencies, units, and specialized departments under agencies and units on the Provincial Operational Quality Management System to review functions and tasks after the arrangement and consolidation of agencies and units. Enhance the responsibility of cadres, civil servants, and public employees, avoid missing tasks. Avoid interruptions and negligence in performing the tasks of managing sectors, fields, and assigned political tasks during the time of reorganizing the apparatus of the political system", emphasized Chairman of the Provincial People's Committee Ta Anh Tuan.
