Need to review facilities, invest in repairing degraded canals and pumping stations

On the morning of May 17, the Standing Committee of Hai Duong Provincial People's Council held a conference to supervise the investment, management, operation and exploitation of irrigation works in Hai Duong province.

Comrades Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Thi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Hai Duong Provincial People's Council co-chaired the conference.

After listening to the report of the Department of Agriculture and Rural Development on the investment, management, operation and exploitation of irrigation works, the delegates discussed, exchanged and pointed out the difficulties in managing violations of irrigation works, the low price of irrigation public services, the small irrigation systems, and the internal irrigation systems that have been used for a long time have degraded... The investment, renovation and upgrading of irrigation works, especially small pumping stations managed and operated by cooperatives, are still limited and have not met the requirements.

Concluding the conference, Chairman of the Provincial People's Council Le Van Hieu highly appreciated the role of the irrigation sector in developing the agricultural economy, stabilizing people's lives and production. However, in many areas, the irrigation system has degraded, has not been invested in and repaired, so it operates ineffectively.

Comrade Le Van Hieu requested the agricultural sector to review and calculate to re-plan the irrigation network in difficult areas to maximize the efficiency of irrigation and drainage for agricultural production.

Review infrastructure, invest in renovating degraded canals and pumping stations, especially those managed and operated by cooperatives. Evaluate the use of human resources in the irrigation sector, pay salaries and social policies to ensure compliance with the law...

Hai Duong currently has 1,245 pumping stations, 68 reservoirs, more than 10,400 km of canals, and 505 km of embankments. In addition, the province also has 291 km of Bac Hung Hai canal embankment, 5 large culverts; 1 My Dong specialized pumping station managed by Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd. In the period of 2021 - 2023, the total number of irrigation projects and works invested in the province includes 251 projects with a total cost of 1,178 billion VND from many sources of capital. The works are invested in accordance with the planning, ensuring the connection between irrigation works and other related technical infrastructure works... promoting efficiency in serving production and people's lives.
