Specifically, Vietnam Social Security has just issued Official Dispatch No. 3008/BHXH-TT guiding Social Security agencies of provinces and cities to promote communication in response to the Action Month for the Elderly in Vietnam in 2023 with the theme "The elderly are promoted and fully cared for".
Accordingly, during the Action Month, Vietnam Social Security requires the entire industry to widely and deeply communicate the meaning and value of receiving monthly pensions for the elderly.
Communication content needs to take into account cases of elderly people living comfortably thanks to pensions and health insurance cards for health care, helping people understand clearly, thereby proactively accumulating security for old age by participating in social insurance when they are still of working age...
At the grassroots level, Vietnam Social Security recommends that provincial and municipal Social Security agencies proactively advise the People's Councils and People's Committees of provinces and cities to have policies to support the elderly to participate in health insurance from local budgets; at the same time, mobilize social resources to support the granting of health insurance cards to the elderly in difficult circumstances.
At the same time, continue to promote the application of information technology by the Vietnam Social Security sector in resolving and paying social insurance and health insurance policies and regimes for participants, especially services related to the elderly.
Specifically, installing and using the application "VssID-Social Insurance Number" with many utilities when using the image of the health insurance card on the application for medical examination and treatment instead of paper health insurance cards; using the Citizen ID card with chip in health insurance examination and treatment and using a bank account to receive pension...
Along with that, Social Insurance of districts, cities and towns proactively advises People's Councils and People's Committees to have policies to support the elderly to participate in health insurance from local budgets; strengthen communication direction and mobilize social resources to support health insurance cards for the elderly in difficult circumstances.
Coordinate with the Post Office at the same level to select appropriate communication content to communicate to beneficiaries at monthly pension and social insurance benefit payment points.
Communication on mass media and through the local loudspeaker system. The provincial Social Insurance will also increase the duration and quantity of news, articles, reports, and special topics through coordination with press agencies...
According to statistics, there are currently 16.1 million elderly people nationwide, of which about 95% have health insurance cards. The remaining few who have not participated are those who are not eligible for free health insurance cards, have difficult circumstances, etc.
Therefore, proposing that units and localities proactively allocate budget funds and mobilize social resources to give health insurance cards to the elderly is an important solution to help them receive adequate care in their old age.
