According to the Ministry of Education and Training, the largest expense arising when the new decree on preferential allowances for teachers and employees in educational institutions is issued is the allowance for preschool teachers.

Specifically, the cost of paying preschool teachers' salaries is expected to increase by 196 billion VND/month (2,352 billion VND/year).
Regarding the adjustment of the preferential allowance level for university preparatory teachers, based on the current salary table of teachers, the Ministry of Education and Training has calculated the preferential allowance level adjusted from 50% to 70% and estimated the arising cost to be about 450 million VND/month (about 5.4 billion VND/year).
Adjusting zoning according to new regulations does not change the area and beneficiaries according to the area, so there is no cost incurred.
Regarding the regulations on preferential allowances according to the profession of employees in educational institutions, beneficiaries work in two types of establishments. For employees working in universities and colleges, most of these units ensure their own salary payment sources, so there is no increase in the state budget for this group.
Particularly for employees working at preschool, general education and continuing education facilities, according to the Ministry of Education and Training's estimate, the cost incurred to pay preferential allowances according to the profession is about 160 billion VND/month (1,920 billion VND/year).
According to the new draft decree, the above allowance is paid with the monthly salary (including summer vacation) and is not used to calculate social insurance and health insurance contributions and benefits. Thus, this will be an expense item in the regular expenditure section.
According to Thanh Nien Newspaper's research, in the past 10 years (2013 - 2023), the state budget for education and training has never reached the minimum proportion of 20% of GDP as required by Resolution 29 of the Central Committee (November 4, 2013) and the Education Law. The chart of budget expenditure for education from 2013 to 2023 shows that the highest year is 19.1% (2019), the lowest year is 15.8% (2023).
In 2024, this figure is 380,561.22 billion VND. Of which, the total estimated regular expenditure is 306,128 billion VND (local 281,560 billion VND; Central 24,568 billion VND). Compared to 2023 (286,700 billion VND, according to the estimated state budget expenditure for education and training approved by the National Assembly), regular expenditure for education and training in 2024 will increase by approximately 6.78%.
Thus, if an additional 4,277 billion is spent due to increased preferential allowances, regular expenditures will only increase by about 1.4%.
