Need to build a National Strategy on Human Resource Development

At the working session with the Supervisory Delegation of the National Assembly Standing Committee, Hai Phong city proposed that the Government develop a National Strategy on human resource development in the period of promoting industrialization, modernization and international integration.

On the afternoon of April 11, the National Assembly Standing Committee's Supervisory Delegation worked with the Hai Phong City People's Committee on the implementation of policies and laws on the development and use of human resources, especially high-quality human resources, for the 2021-2024 period. Vice Chairman of the Committee for Law and Justice Nguyen Truong Giang chaired the meeting.

Issue many policies to attract and utilize high-quality human resources.

According to the report, as of November 2024, the number of cadres and civil servants from district level and above in Hai Phong city is 2,784 people, 55% of cadres and civil servants have university degrees, 42% of cadres and civil servants have master's degrees or higher. The number of cadres and civil servants at commune level is 3,982 people, 83% of cadres and civil servants have college or university degrees, 8.4% of cadres and civil servants have master's degrees or higher.

In terms of scale, quantity, labor structure and human resource qualifications in enterprises, in the period of 2021 - 2024, Hai Phong's labor force increased by nearly 16.8 thousand people (an increase of 1.62%). The labor structure has shifted positively: reducing agriculture, forestry and fishery; increasing industry, construction and services. Labor from the private sector has shifted to FDI due to the city's increasing attraction of foreign investment. Urban labor has increased thanks to urbanization, the proportion of trained labor has increased by 1.5%, of which those with degrees and certificates has increased by 3%, currently reaching 39%.

Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong said that in the current development context, Hai Phong really needs more specific and innovative policies to attract and retain human resources, especially high-quality human resources.

The average salary of workers in Hai Phong has increased steadily over the years. In 2021, the average salary reached 7.58 million VND/person/month, and by 2024, it is estimated to reach 8.68 million VND/person/month. The salary at FDI enterprises is always the highest, estimated to reach 9.21 million VND in 2024. In industrial parks and economic zones, there are about 215,368 workers, with an average income of 11.59 million VND/person/month.

In the period of 2021 - 2024, Hai Phong city has also issued many mechanisms and policies to attract and utilize high-quality human resources. Typical examples include Resolution 10/2023/NQ-HDND on supporting training and human resource treatment in the health sector in the period of 2024 - 2030; Resolution 12/2023/NQ-HDND on rewards for coaches and athletes with high achievements; Resolution 12-NQ/TU and Decision 1869/QD-UBND, Resolution 20/2024/NQ-HDND related to the development of Hai Phong University and attracting highly qualified lecturers.

Vice Chairman of the Committee for Culture and Society Dinh Cong Sy suggested that Hai Phong ensure that the budget for education and training reaches a minimum of 20%.

In particular, on March 6, 2025, the City People's Committee issued Decision No. 807/QD-UBND approving the Project "Attracting and promoting talents and high-quality human resources in Hai Phong city by 2030, with a vision to 2050" and issued the Plan to implement the Project and Resolution No. 17-NQ/TU dated December 31, 2024 of the Standing Committee of the City Party Committee on attracting and promoting talents and high-quality human resources in Hai Phong city by 2030, with a vision to 2050.

It is necessary to build a modern, synchronous and connected national database on labor.

From the results of implementing the policy on human resource development and utilization in the period of 2021 - 2024, Hai Phong city has drawn a number of lessons. In particular, ensuring comprehensive and consistent leadership of the Party and unified management of the government is a prerequisite for synchronously mobilizing resources for human resource development, especially high-quality human resources.

Policies must be one step ahead, focused, key, linked to socio-economic development strategies and regional/local planning. Pilot models need to be summarized promptly for replication. Close linkage between the state - schools - businesses - scientists is an effective model for developing human resources suitable for the requirements of digital transformation, industrialization and modernization.

Investing in education and training is investing in sustainable development. Ensuring harmony between public investment, socialization and international cooperation is the long-term solution to the problem of quality and efficiency. Paying attention to labor market forecasting and analyzing long-term human resource trends is a condition for proactively planning training and using human resources, avoiding waste or local shortages.

To improve the quality of human resources, especially high-quality human resources, to meet development requirements in the new period, Hai Phong City proposed that the Government develop a National Strategy on human resource development in the period of promoting industrialization, modernization and international integration.

Review the State's mechanisms and policies related to human resource development, ensuring breakthroughs and synchronization; build a synchronous and timely legal framework to develop new technologies and new business models based on digital technology...

Building a modern, synchronous national labor database that is connected and shared with the population database, business registration, and insurance; diversifying and applying digital technology in providing and disseminating labor market information.

Improve the quality of vocational training linked to labor needs

The monitoring delegation highly appreciated the leadership, direction, concretization and organization of the implementation of the Party and State's policies and laws on human resource development in Hai Phong, when in the period of 2021 - 2024, the city issued nearly 80 documents (including 11 documents of the City Party Committee, 15 Resolutions of the People's Council and 53 documents of the People's Committee).

The development of human resources, especially highly qualified human resources, in the city has achieved many important results. The education and training sector of Hai Phong has pioneered the conversion of the assessment of management staff and teachers on the online system TEMIS of the Ministry of Education and Training. The network of vocational training institutions in the city has developed diversely in terms of types, fields, levels and training forms. In particular, Hai Phong's labor productivity in 2023 will reach about 16,500 USD/worker, double the national average of 8,380 USD/worker.

However, monitoring also shows that the rate of trained workers with certificates of 3 months or more in Hai Phong is still low compared to other provinces and cities in the Red River Delta. The structure of training levels and occupations is not reasonable and not linked to the labor needs of each industry and locality. The labor shortage tends to increase, businesses have difficulty recruiting workers, including trained workers and unskilled workers...

Continue to improve the quality of vocational training in line with the labor needs of each industry, especially key industries. In the context of the city's labor resources reaching their limit, development space continuously expanding, and increasing competition between localities, the Supervisory Delegation hopes that Hai Phong will continue to research and have more specific and innovative policies to attract and retain workers from other provinces to come and stay and contribute to the city.
