The EU Carbon Border Adjustment Mechanism (CBAM) is a new mechanism, with specific regulations and guidelines related to the counting and measurement of CO2 emissions and greenhouse gas emissions that businesses must comply with when exporting goods to the EU.

Faced with the urgency and need for synchronous measures to adapt to the CBAM mechanism, the Government recently assigned the Ministry of Industry and Trade to be the focal agency, presiding over and coordinating with relevant ministries, branches and agencies to develop and implement effective measures to respond to the CBAM mechanism, including developing and implementing a Project to respond to the СВАМ mechanism; emphasizing the need to continue to proactively and actively dialogue and clarify the conformity of CBAM with international commitments; studying the possibility of expanding the scope of application of CBAM...

Having a focal agency responsible for coordinating effective measures to deal with CBAM, and developing a Project to respond to the CBAM mechanism is considered timely and expected to be highly effective in supporting Vietnamese enterprises to participate deeply and sustainably in the supply chain of goods with the EU.

Mr. Ngo Chung Khanh said that recently, propaganda activities about CBAM have been promoted, helping CBAM become more widely known, businesses to be more alerted and have certain preparations to respond. However, the leader of the Multilateral Trade Policy Department emphasized that propaganda must be accurate and clear, avoiding making businesses confused and worried, as in the case of rice businesses being worried but in fact CBAM has not "touched" this industry.

Sharing the same view with the Deputy Director of the Multilateral Trade Policy Department on the need for an Information Portal, Mr. Hoang Van Tam - Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade) proposed to develop a CBAM manual. Mr. Hoang Van Tam explained that Vietnam's current policy mechanisms are quite complete, however, in the coming time, the Ministry of Industry and Trade will continue to develop more in-depth technical manuals, adapting to new regulations to help businesses calculate and apply appropriately and flexibly to each mechanism. Accordingly, the manuals will be both specific and flexible, depending on each market and each country's regulations so that businesses can adapt quickly and appropriately.

Regarding information on business awareness related to CBAM, Ms. Nguyen Hong Loan - Expert of the Technical Support Project on CBAM impact assessment said that business awareness is still low (at the time of participating in the survey in January 2023) and more than a year later, business awareness is still not high.

“Except for some businesses in directly affected sectors that have conducted serious research and preparation, the majority of businesses do not fully and accurately understand CBAM, so their responses and preparations may not be effective,” Ms. Nguyen Hong Loan commented.

In the context of having multi-dimensional information sources, Steel Industry Representatives wish to access official guidance information to adapt to CBAM. Mr. Dinh Quoc Thai - General Secretary of Vietnam Steel Association (VSA) said that in recent times, steel industry enterprises as well as the standing agency of Vietnam Steel Association have also conducted research on CBAM through many different sources of information (press, media; Through units under the Ministry of Industry and Trade, Ministry of Natural Resources and Environment ; Conferences related to CBAM...), thanks to that, steel enterprises have basically learned the necessary knowledge, clearly understood what enterprises need to do according to the set roadmap.

Agreeing with the Prime Minister 's decision to assign the Ministry of Industry and Trade as the focal agency to guide enterprises on information related to CBAM, the General Secretary of the Vietnam Steel Association hopes that in the coming time, the Ministry of Industry and Trade will guide steel enterprises in particular and enterprises in general to access official information from state management agencies, thereby helping enterprises understand and respond effectively to the EU's border carbon mechanism.

In the coming time, the trend of issuing and implementing cross-border carbon tax policies similar to CBAM will be focused on by developed countries, tightening them, and moving towards establishing new green standards for imported goods in international trade. The early implementation of mechanisms, policies and the transformation of production and business of enterprises to adapt to CBAM will not only help enterprises maintain market share but also create competitive advantages for Vietnam's export products, expanding to large and key markets.

Therefore, management agencies need to act as soon as possible, have unified guidelines and appropriate assessments, and have specific solutions to support businesses, so that Vietnamese export goods are not eliminated from the global value chain. On the contrary, businesses need to proactively change their thinking and promote implementation methods. Only then will the roadmap to respond to CBAM in particular and Green transformation in general be implemented faster and more effectively, helping businesses make the most of the benefits brought by the EVFTA.
