On June 20th, the Ministry of Education and Training held an online conference between the National Steering Committee for the 2024 High School Graduation Examination and the examination steering committees of 63 provinces and cities.

Both candidates and parents must sign a commitment form.

During last year's high school graduation exam, authorities had to prosecute several candidates for leaking exam questions, including one candidate from Cao Bang province who used a mobile phone to take photos of the literature exam questions 15 minutes after they were distributed and sent them to an outside party via Facebook messaging.

This year, the locality is implementing strong measures to prevent the recurrence of such violations. Ms. Nguyen Ngoc Thu, Director of the Cao Bang Department of Education and Training, said that the provincial exam steering committee is resolutely training exam officials; disseminating information and educating candidates about the absolute prohibition of bringing cheating devices into the exam room. All candidates taking the exam this year must sign a commitment to comply with the exam regulations and rules, with confirmation from parents and leaders of the residential area or village where the candidate resides… 100% of candidates and parents receive reminder messages about the exam time, regulations on allowed and prohibited items in the exam room, and violations of exam regulations… to avoid unintentionally or intentionally violating the rules.

Similarly, Mr. Dao Ngoc Lam, Vice Chairman of the Quang Binh Provincial People's Committee, also stated that the province has requested educational institutions to have candidates sign a commitment not to bring technological devices into the examination room and not to intentionally cheat in the exam.

Ms. Nguyen Thi Hanh, Vice Chairman of the Quang Ninh Provincial People's Committee, said that the province considers organizing the 2024 high school graduation exam a particularly important task, especially since the 2024 exam is the last exam under the 2006 general education program. To prevent cheating using transmitting and receiving devices, Ms. Hanh said the province has also reviewed all houses near exam sites, minimizing the use of Wi-Fi during the exam days to prevent candidates from exploiting Wi-Fi signals for activities detrimental to the exam.

Ms. Nguyen Thi Hanh shared her concerns regarding unverified information circulating online, causing public confusion and misunderstanding about the objectivity and fairness of the exam. "I request that the National Steering Committee for the High School Graduation Exam direct relevant authorities to proactively review all online information and take strict action if false information is disseminated that creates negative public opinion about the exam," Ms. Hanh suggested.

USING HIGH TECHNOLOGY TO CHEAT ON EXAMS

Major General Le Minh Manh, Deputy Director of the Cyber ​​Security and High-Tech Crime Prevention Department (Ministry of Public Security), said that the Ministry of Public Security has participated in training to help exam officials detect negative risks, focusing on monitoring the situation and combating those who buy and sell high-tech equipment to cheat in exams. However, according to Mr. Manh, inspections revealed that some localities do not fully understand the importance of security work, such as the requirement that the storage area for candidates' belongings must be 25 meters away from where candidates take the exam...

"The use of high technology in exam cheating is becoming increasingly complex, with some countries even seeing the use of AI in exam cheating. Tracking devices are now not only located within 25 meters but are also designed to be embedded in the soles of shoes. Therefore, detecting cheating devices is becoming more difficult. Consequently, examination boards need to strengthen training in detecting and identifying high-tech devices," warned Major General Le Minh Manh.

Mr. Mạnh also emphasized the requirement to arrange a storage area for candidates' belongings at least 25 meters away from the examination room, and suggested that examination boards instruct candidates to minimize bringing unnecessary items into the examination site. Regarding parking areas for candidates and residents near the examination site, schools can temporarily relocate these areas outside the school gate; and coordinate with local police to raise awareness among residents around the examination site, urging them not to abet negative behavior.

Representatives from the Ministry of Public Security affirmed that they will instruct local police forces to strengthen their support for the education sector in ensuring the safety of key stages of the exam, especially the printing and copying of exam papers. They will focus on monitoring the situation, detecting and strictly handling negative risks, fraud, and cheating using high-tech devices; and dismantling networks involved in the buying and selling of high-tech devices for exam cheating. They will also promptly detect and handle individuals spreading false information that causes public panic and affects the integrity and seriousness of the exam. Furthermore, they requested that examination boards disseminate information and raise awareness, especially regarding regulations on state secrets related to exam papers, among candidates.

Concluding the conference, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, stated: "No matter how widespread high-tech devices used for cheating may be today, the most important thing is to choose the right people. Sometimes, a simple misunderstanding can have enormous consequences. A single mistake by an individual can affect the entire national exam. Therefore, it is necessary to organize training and raise awareness so that each person understands their responsibility, even the risks involved in violating the rules, the dangers of cheating, and the penalties for violations."

The Deputy Minister noted that officials need to be self-respecting, self-disciplined, and extremely serious in performing their duties. For the candidates, this is the result of 12 years of study and training from kindergarten to high school… When they have real knowledge, they will enter the examination room properly, without bringing prohibited items.

Mr. Pham Ngoc Thuong requested that the local examination steering committees, during training sessions, should disseminate information, raise awareness, and highlight lessons learned and behaviors that have been violated and even prosecuted in previous examinations, so that invigilators and candidates can avoid similar situations.

A single individual's mistake can affect the entire national exam. Therefore, training and awareness-raising programs are necessary so that each person understands their responsibility, even the risks involved in violations, the dangers of cheating, and the penalties for such violations.

The number of candidates exempted from the foreign language exam has increased sharply.

Last year, 46,670 candidates nationwide were eligible to register for exemption from the foreign language exam in the 2023 high school graduation exam. This year, that number has increased to 66,927, accounting for 6.25% of the total number of candidates. Of these, Hanoi has the largest number with 21,554 candidates (compared to 15,991 in 2023); followed by Ho Chi Minh City with 13,076 candidates.

To date, 1,071,393 candidates have registered to take the exam (an increase of over 45,000 candidates compared to the 2023 exam). This year is the last year the high school graduation exam will be held under the 2006 general education program, so the number of independent candidates is also higher with 46,978 candidates (accounting for 4.38% of the total number of candidates). Many of these students did not pass the graduation exam in 2020, 2021, etc., but are registering to retake the exam this year because next year they will be taking the exam under the new program.

Online registration: 1,014,020 students, accounting for 94.66% of the total number of candidates.

Due to the increase in the number of candidates, the number of examination centers this year has also increased, with 2,323 centers (an increase of 51 centers compared to 2023). The total number of examination rooms is 45,149.
