Why do hostile forces target sea and island defense policies?
Seas and islands are associated with sacred sovereignty and territory, and are the economic and defense “blood vessels” of the country. Issues related to seas and islands always attract the deep concern of the people, associated with patriotism, national pride and the mentality of protecting sovereignty. Therefore, by simply releasing a few fake news, distortions, or misleading comments, hostile forces can easily appeal to the emotions of the masses, arouse skepticism, anger, and even incite extreme actions.
QPAN policy is a difficult and easily distorted field. This is a field related to strategy, technology, and complex international relations, not everyone has enough information to understand deeply. Some people are easily led by "network experts", disguised YouTube channels, giving false analysis but showing "expertise", creating a viral fake news effect.
Distorted arguments, sinister, sophisticated and cunning plots
Reactionary forces use false information, forged documents, or selectively quote historical events to deny Vietnam’s legitimate sovereignty over the Hoang Sa and Truong Sa archipelagos. Accusing Vietnam of “causing regional tension”: Every time Vietnam organizes defense drills, strengthens its forces, or carries out activities to protect sovereignty at sea, reactionary elements often slander us as “provocative” or “warlike,” while in fact these are legitimate rights of a sovereign nation.
In order to attack the people's hearts and political beliefs, reactionary forces often focus on distorting the nature of the national defense and self-defense policy. Vietnam pursues a national defense policy of peace and self-defense, does not participate in military alliances, and does not engage in an arms race. However, hostile forces distort that Vietnam is "not strong enough to protect its sovereignty", thereby inciting discontent, demanding policy changes, and even promoting xenophobia and extreme confrontation. Some individuals claim to be "patriotic" but in fact take advantage of patriotism to incite opposition, promote the resolution of disputes by military confrontation, and go against Vietnam's peaceful foreign policy.
Vietnam maintains defense cooperation with many countries in the spirit of equality and mutual benefit. However, distorted information often distorts defense visits and cooperation into "secret military alliances", accusing Vietnam of "dependence on foreign countries" and "trading sovereignty for aid". Some websites pretending to be "military experts" present "war scenarios", spreading fear and disorientation about defense policy. Taking advantage of international events to accuse Vietnam of "colluding" or "being silent" in the face of acts of violating the sovereignty of other countries, sowing internal conflicts and weakening people's trust in the Party and State.

Vietnam's sea and island defense policy is correct, just and transparent.
Vietnam has consistently implemented the national defense policy of all people, a solid sea and island posture based on international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Vietnam has consistently maintained the following viewpoints: Peace, self-defense, no military alliances. Since 1986, the Party and State of Vietnam have consistently maintained a national defense policy of peace, self-defense, putting national interests first but not separating from international obligations and respecting international law.
Vietnam advocates not participating in military alliances; not aligning with one country to fight another; not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; not using force or threatening to use force in international relations. This "4 no's" military and defense policy not only demonstrates Vietnam's independent and autonomous stance but also reflects a sober strategic mindset, suitable to practical conditions, ensuring both maintaining sovereignty and contributing to general peace and stability.
Vietnam affirms its sovereignty over the sea and islands based on full historical evidence, solid legal basis and in accordance with UNCLOS 1982. All activities to protect sovereignty, resources and maintain order and security at sea of Vietnam strictly comply with international regulations, not to provoke or infringe upon the sovereignty of other countries. The construction of infrastructure, development of marine economy, exploitation of resources, as well as military training and exercises within the scope of sovereignty are all within the legal and transparent framework, and are publicly disclosed. This shows that Vietnam is not "ambiguous" or "lacking transparency" as the reactionary forces distort. In fact, Vietnam is a leading country in persistently resolving disputes by peaceful means, through dialogue, bilateral and multilateral negotiations, on the basis of respect for sovereignty and territorial integrity.
Vietnam clearly understands that peace is only sustainable when there is strength to protect it, therefore, strengthening national defense potential is inevitable, but not to wage war, but to prevent invasion and protect national interests. The Vietnamese People's Armed Forces, especially the Navy, Coast Guard, Border Guard... on duty at sea always maintain a high spirit of combat readiness, master the situation, and handle all situations flexibly and appropriately. The building of these forces is not aimed at an arms race but so that every inch of land and sea of the Fatherland is preserved by the people themselves. The policy of closely combining national defense with economy, national defense with foreign affairs is also a bright spot in Vietnam's policy. This is a sustainable strategy, helping the country develop strongly from within, while enhancing its position in the international arena.
Vietnam's sea and island defense policy is not only internal in nature but also plays an active role in the region and the world. Vietnam is an active member of the Association of Southeast Asian Nations (ASEAN), promoting the building of a strong, peaceful and prosperous ASEAN Community. Vietnam has repeatedly spoken out against violations of international law in the East Sea, but has always followed a restrained, goodwill and receptive approach, for peace and the rule of law, which has been recognized by many countries and international organizations. Vietnam also participates in United Nations peacekeeping, sending forces to many hot spots such as South Sudan, Central Africa, etc., demonstrating the image of a responsible country.
Vietnam's sea and island defense policy is the crystallization of wisdom, political courage and a high sense of responsibility towards the nation and the international community. It is a correct, just and transparent policy, demonstrating the spirit of loving peace but not accepting to trade off national sovereignty and independence. The distortion and falsification of this policy by hostile forces does not change its correct nature, but on the contrary, further demonstrates their powerlessness in the face of an increasingly stable, strong and prestigious Vietnam in the region as well as in the world.
Be vigilant and resolute in fighting against false arguments.
The first and most important solution is to raise political awareness and the ability to "resist ideology" of cadres, party members and the entire population. Accordingly, strengthen the dissemination of extensive, easy-to-understand and regular information about defense policies and guidelines, especially Vietnam's "4 no's" defense strategy. Help people understand the peaceful, just and self-defense nature of Vietnam's defense, thereby being confident and steadfast in the face of fabricated information. Equip them with international legal knowledge on sovereignty over seas and islands as a basis to refute incorrect views on Vietnam's sovereignty over the Hoang Sa and Truong Sa archipelagos and the exclusive economic zone.
Proactively refute and prevent false information from appearing on cyberspace. Establish and effectively operate forces fighting on cyberspace. Use the voices of experts, researchers, veterans, and former military personnel to refute with scientific arguments and practical evidence, contributing to creating solid trust in public opinion. Encourage people to participate in "cleaning up" cyberspace, through reporting fake news, not sharing unverified information, and proactively sharing positive, inspiring content about love for the sea, islands, and civic responsibility.
Strengthen political and legal theory education in the whole society; incorporate education on sea and island sovereignty, identification of sabotage plots and tricks into the general education, university and political training programs, helping to form independent thinking and healthy criticism. Organize specialized political activities in the political system and organizations, especially among union members, youth, students, thereby raising awareness of maintaining the ideological front. Strengthen forums for dialogue, discussion, and exchange between the armed forces and the people to directly answer hot and sensitive issues about the sea, islands, and national defense, building solid trust and close ties between the military and the people.
Promote the role of the press, media and influential people. Press agencies should be proactive, responsive, accurate and timely in reflecting the truth, orienting public opinion in a responsible and humane manner. Increase the production of creative media products that are close to young people such as short videos, infographics, podcasts, etc. to convey messages of patriotism, political beliefs, and civic responsibility towards the sea and islands of the Fatherland. Encourage journalists and influential people on social networks to actively spread official information, refute false information in a reasonable and emotional way, contributing to creating a "green information zone" on the network environment.
Along with propaganda and fighting, it is necessary to enforce the law strongly and strictly for effective prevention. Strictly handle subjects who spread false information, incite division, defame the armed forces, distort national defense policies, especially during the peak period of preparation and organization of party congresses at all levels. Strengthen the capacity of functional agencies to monitor, detect and handle fake news, combining technology and human resources to create an effective "digital shield". Perfect the legal system on network security, information, and communications, while improving the effectiveness of coordination between state agencies and socio-political organizations in management and fighting in cyberspace. Increase publicity and transparency of national defense and foreign policies, resolve issues related to sovereignty over seas and islands, help people not be confused but soberly perceive correctly in the face of information interference...
