Ninh Binh - Thanh Hoa Expressway in operation from April 29, no toll collection yet

Mai Son Expressway - National Highway 45 (via Ninh Binh - Thanh Hoa) is one of 11 component projects of the North - South Expressway in the East in the period of 2017-2020.

The project has 5 construction packages with a total length of more than 63km, a total investment of more than 12 trillion VND from the budget, invested by the Thang Long Project Management Board ( Ministry of Transport ).

According to the design, in the phased phase, the expressway is invested in construction with a scale of 4 limited lanes, a roadbed width of 17m, and a design speed of 80km/h. In the completed phase, the expressway is invested in a scale of 6 lanes, a roadbed width of 32.25m, and a design speed of 120km/h.

The project is scheduled to be completed in December 2022.

However, in mid-December 2022, due to many objective factors, the Ministry of Transport decided to postpone the completion of the Mai Son - National Highway 45 project to June 30, 2023 instead of December 31, 2022 as planned.

At this time, the Ministry of Transport also requested that the Mai Son - National Highway 45 expressway be technically opened to traffic on December 31, 2022 and completed and put into operation before April 30, 2023. The project then extended the implementation period to June 30, 2023 to complete the remaining work.

Up to now, according to the Thang Long Project Management Board, the bidding packages are completing the final stages to be ready to serve people during the April 30 - May 1 holiday. In particular, the section from the beginning of the project to Dong Xuan intersection (nearly 54km long) to be put into operation on April 30, 2023 has been basically completed.

With a total route length of about 63.37km, the expressway has two tunnels through the mountain including: Tam Diep Tunnel, the first tunnel project on the North - South expressway, is now ready to serve the synchronous route with a length of 245m, a scale of 3 lanes for motor vehicles.

Next to Tam Diep tunnel is Thung Thi tunnel, this is the largest project on Mai Son - National Highway 45 with a length of 680m, also completing the final stage, ready to be put into service on schedule.

In addition to the two tunnels, the expressway also has two main bridges, Vinh An and Nui Do, 23.5m wide (arranged in combination with residential roads).

Speaking with VietNamNet, Mr. Luong Van Long, Executive Director of the Mai Son - QL45 project (under the Thang Long Project Management Board) said that it is expected that there will be 3 intersections on the route passing through Thanh Hoa province that are qualified to be put into operation during this holiday.

Accordingly, it is expected that vehicles traveling in the direction of Hanoi - Thanh Hoa on the Phap Van - Cau Gie; Cau Gie - Ninh Binh and Cao Bo - Mai Son expressways when reaching the Mai Son intersection (adjacent to the Cao Bo - Mai Son expressway section in Tam Diep City) will continue their journey onto the Mai Son - National Highway 45 expressway.

Gia Mieu Intersection: The Hanoi - Thanh Hoa traffic route passes through Tam Diep tunnel (245m long) to Ha Long commune, Ha Trung district (Thanh Hoa). Here, the first intersection on the route is Gia Mieu to exit National Highway 217B. On National Highway 217B, vehicles can turn to National Highway 1A or go to Thach Thanh district of Thanh Hoa province.

Ha Linh Intersection: After passing through Thung Thi tunnel (680m long), you will reach the second intersection on the Mai Son - National Highway 45 in Ha Linh commune (Ha Trung district) - National Highway 217 intersection. At this intersection, vehicles exit on National Highway 217 to go to Cam Thuy, Ba Thuoc districts or exit on National Highway 1A to enter Thanh Hoa city.

Dong Xuan Interchange: The last intersection put into operation during the April 30 - May 1 holiday (Dong Minh commune, Dong Son district, Thanh Hoa province).

Vehicles from Hanoi when arriving at this intersection will easily go to Thanh Hoa City or National Highway 1A via National Highway 47 to go to the southern provinces such as Nghe An, Ha Tinh... and vice versa.

It is known that in addition to the above 3 intersections, the Mai Son - National Highway 45 through Thanh Hoa province also has 2 other intersections that are still under construction and completion, namely Dong Thang and Thieu Giang intersections.

Thus, on the North-South Expressway (through Thanh Hoa province), there are 5 intersections. However, during the period of April 30 - May 1, only the 3 above intersections will officially come into operation.

Mr. Long added that the project currently has no policy of collecting fees. The fee collection must be decided by the competent authority.

Regarding the anti-congestion plan, the agencies of the Ministry of Transport and the two provinces of Ninh Binh and Thanh Hoa are also studying it. However, Mr. Long predicts that with the sudden increase in traffic volume during this time, it will be difficult to avoid congestion.

After completion, the Mai Son - National Highway 45 expressway will connect Ninh Binh directly to Thanh Hoa city (Dong Xuan intersection). This is one of the country's important transportation projects, helping to connect the Central provinces with the capital Hanoi and Ho Chi Minh City. The completion and opening of this expressway will help save time and travel costs for people traveling from Hanoi to Thanh Hoa.
