The Government has just issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles.

The Decree supplements Article 11a. Cars serving general work of commune level. Accordingly, the maximum usage of cars serving general work is 2 cars/commune. In addition, the Decree also amends and supplements "Article 11. Cars serving general work of agencies, organizations and units at provincial level".

The car quota for general work of provincial offices (including: Provincial Party Committee Office, City Party Committee Office; Office of the National Assembly Delegation and Provincial People's Council, Provincial People's Committee Office) is determined as follows: For Hanoi and Ho Chi Minh City: Maximum 10 cars/Office. In case the provincial office has a affiliated unit with legal status, its own seal and account and has a payroll of 20 or more people, the number of cars determined in this section will be added to the quota of the provincial office in section a1 of this point and is determined as follows: For public service units (except public service units in the fields of health,education and training): The quota is determined according to Clause 4 below. For public service units in the fields of health, education and training: The quota is determined according to Clause 5 below. For the remaining units, it is determined as follows: Units with 20 to 50 employees: Maximum 1 vehicle/unit. Units with 50 or more employees will be provided with a maximum of 1 vehicle for every 50 additional employees.

For the remaining provinces and cities: For provinces and centrally run cities with an area of ​​less than 5,000 km²: 5 vehicles/Office. In addition to the number of vehicles determined according to the provisions in section b1 of this point, in the case of provinces and centrally run cities with an area of ​​5,000 km² to less than 8,000 km², a maximum of 1 vehicle/Office is added; from 8,000 km² to less than 11,000 km², a maximum of 2 vehicles/Office is added; from 11,000 km² or more, for every additional 3,000 km², a maximum of 1 vehicle/Office is added.

In case the provincial office has a subordinate unit with legal status, its own seal, account and a payroll of 20 or more people, the number of cars determined in this section shall be added to the quota of the provincial office in sections b1, b2 and shall be determined as in section a2, point a of this clause. In addition to the quota determined according to the provisions in sections b1, b2 and b3 of this clause, each office shall be supplemented with the following number of cars:

In case a province or centrally run city has more than 50% of its commune-level administrative units in the list of mountainous areas, islands, and areas with particularly difficult socio -economic conditions as prescribed by the Government or the Prime Minister, a maximum of 1 vehicle/Office will be added. In case a province or centrally run city can balance its own state budget, a maximum of 1 vehicle/Office will be added.

The Office that meets any criteria will be allowed to add the maximum number of vehicles corresponding to those criteria. In case the Office meets multiple criteria, the maximum number of vehicles added will be the total number of vehicles determined according to the criteria.

In case the Provincial Party Committee Office or City Party Committee Office serves the advisory and support agencies of the Provincial Party Committee or City Party Committee, the car usage norms for the general work of the Provincial Party Committee or City Party Committee Office include both the number of cars prescribed in this Clause and the number of cars prescribed in Clause 2 of this Article.

Committees under the Provincial People's Council use cars within the car quota for general work of the Office of the National Assembly Delegation and the Provincial People's Council as prescribed in this clause for work purposes. The car quota for general work of agencies and units under and directly under the Provincial Party Committee and City Party Committee (except for the Office of the Provincial Party Committee, City Party Committee, public service units under the Provincial Party Committee, City Party Committee, and Commune-level Party Committee) is determined as follows:

Units with up to 20 employees: Maximum 1 vehicle/unit. Units with 20 to 40 employees: Maximum 2 vehicles/unit. Units with 40 to 80 employees: Maximum 3 vehicles/unit. Units with 80 to 120 employees: Maximum 4 vehicles/unit. Units with 120 or more employees can add a maximum of 1 vehicle for every 50 additional employees.

In addition to the norms determined according to the provisions at points a, b, c, d and dd of this clause, the unit is allowed to supplement the number of vehicles as follows: In case the province or centrally-run city has a natural area from 9,000 km² to 12,000 km², a maximum of 1 vehicle can be supplemented; from 12,000 km² or more, for every additional 3,000 km², a maximum of 1 vehicle/unit can be supplemented.

In case a province or centrally run city has more than 50% of its commune-level administrative units in the list of mountainous areas, islands, and areas with particularly difficult socio-economic conditions as prescribed by the Government or the Prime Minister, a maximum of 1 vehicle per unit may be added. In case a province or centrally run city can balance its own state budget, a maximum of 01 vehicle per unit may be added. A unit that meets any criteria shall be allowed to add the maximum number of vehicles corresponding to those criteria; in case it meets multiple criteria, the maximum number of vehicles added shall be the total number of vehicles determined according to sections e1, e2, and e3 of this point.

Units with 40 or fewer employees: Maximum 1 vehicle/unit. Units with 40 to 80 employees: Maximum 2 vehicles/unit. Units with 80 to 120 employees: Maximum 3 vehicles/unit. Units with 120 to 200 employees: Maximum 4 vehicles/unit. Units with 200 or more employees can add a maximum of 1 vehicle for every 100 additional employees.

In addition to the norms determined according to the provisions in sections a1, a2, a3, a4 and a5 of this point, the unit is allowed to supplement the number of vehicles as follows: In case the province or centrally run city has a natural area from 9,000 km² to less than 12,000 km², it is allowed to supplement a maximum of 1 vehicle; from 12,000 km² or more, for every additional 3,000 km², it is allowed to supplement a maximum of 1 vehicle/unit. In case the provincial-level departments, branches, sectors and equivalents, the provincial-level Vietnam Fatherland Front Committee (including provincial-level socio-political organizations) have units (sub-departments, centers and other agencies and units) with legal status, seals and separate accounts under the provincial-level departments, branches, sectors and equivalents, the provincial-level Vietnam Fatherland Front Committee (including provincial-level socio-political organizations): For units with less than 20 staff, the staff of these units shall be aggregated into the staff of the provincial-level departments, branches, sectors and equivalents, the provincial-level Vietnam Fatherland Front Committee to determine the quota of the provincial-level departments, branches, sectors and equivalents, and the provincial-level Vietnam Fatherland Front Committee according to the provisions in sections a1, a2, a3, a4 and a5, point a of this clause.

For units with a payroll of 20 or more people, the payroll of these units shall not be aggregated into the payroll of provincial-level departments, branches, and equivalents, and the provincial-level Vietnam Fatherland Front Committee to determine the norms for using cars for general work as prescribed in sections a1, a2, a3, a4 and a5, point a of this clause. The number of cars determined in this section shall be added to the norms of provincial-level departments, branches, and equivalents, and the provincial-level Vietnam Fatherland Front Committee and shall be determined as in section a2, point a, clause 1 of this Article.

Standards and norms for the use of cars for general work of public service units under or directly under the Provincial Party Committee, City Party Committee, and Provincial People's Committee (except for public service units in the fields of health, education and training) are determined as follows: Units with a staff of 50 or less: Maximum 1 car/unit. Units with a staff of 50 to 100 people: Maximum 2 cars/unit. Units with a staff of 100 to 200 people: Maximum 3 cars/unit. Units with a staff of 200 to 500 people: Maximum 4 cars/unit. Units with a staff of 500 to 1,000 people: Maximum 5 cars/unit. Units with a staff of 1,000 or more people: Maximum 6 cars/unit.

In case the unit has units (centers, institutes and other units) with legal status, separate seals and accounts belonging to or directly under the unit, the determination of norms shall follow the principles prescribed in Point b, Clause 3 of this Article.

Standards and norms for the use of cars for general work of public service units under or directly under the Provincial Party Committee, City Party Committee, and Provincial People's Committee in the fields of health, education and training are determined as follows: Units with a staff of 100 or less: Maximum 1 car/unit. Units with a staff of 100 to 300 people: Maximum 2 cars/unit. Units with a staff of 300 to 500 people: Maximum 3 cars/unit. Units with a staff of 500 to 1,000 people: Maximum 4 cars/unit. Units with a staff of 1,000 to 2,000 people: Maximum 5 cars/unit. Units with a staff of 2,000 or more: Maximum 6 cars/unit.

In case the unit has units (centers, institutes and other units) with legal status, seals and separate accounts belonging to or directly under the unit, the determination of the norm shall follow the principles specified in Point b, Clause 3 of this Article. Cars serving the general work of mass organizations assigned by the Party and State in the locality shall comply with the provisions in Clause 7, Article 9 of this Decree.

This Decree comes into force from July 1, 2025.
