In the context of private enterprises playing an increasingly key role in the national economy , the Government has been strongly implementing measures to remove institutional barriers and promote a more open, transparent and effective business environment.
According to Resolution No. 139/NQ-CP recently issued, by December 31, 2025 at the latest, ministries, sectors and localities must complete the review and elimination of unnecessary business conditions, overlapping and inappropriate regulations that hinder the development of private enterprises. At the same time, the specific goal is to reduce at least 30% of administrative procedure processing time, 30% of legal compliance costs and 30% of business conditions compared to the present.
This is considered a strong step, demonstrating the Government 's determination to clear institutional bottlenecks - one of three strategic breakthroughs identified in Party Congresses.

The Government requires a fundamental shift from pre-inspection to post-inspection, except for some mandatory areas according to international practice. Instead of requiring businesses to “apply for permission” before operating, business conditions will be publicly announced, creating conditions for businesses to proactively fulfill their obligations, while increasing the effectiveness of post-licensing inspections.
In addition, the strong application of digital transformation in areas such as business registration, investment, construction, land, tax, customs... will help businesses significantly shorten waiting time and reduce unnecessary contact with management agencies.
Private enterprises - the growth engine that needs to be fueled
According to the General Statistics Office, the private enterprise sector currently contributes about 42% of GDP, creating more than 80% of jobs in the enterprise sector. However, many enterprises are still burdened by complicated administrative procedures, high compliance costs and lack of policy clarity.
Substantial reductions in business conditions and streamlining of administrative procedures not only help reduce costs, but also create confidence for private enterprises to invest long-term, expand scale and innovate technology.
Expecting clear changes in 2025
From now until the end of 2025 will be the peak period for authorities to synchronize management systems, integrate data, increase transparency, and remove “sub-license” regulations that have existed for many years. This is not just about reducing the number of procedures, but also about reforming the quality of the way the state and businesses interact.
The drastic reform this time is expected to create a major turning point, making the private economic sector the main driving force for Vietnam's economic development, in line with the spirit of the Resolution of the 13th National Party Congress.
