Building a logistics center, piloting the construction of a smart border gate in Mong Cai

On May 22, the People's Committee of Mong Cai city (Quang Ninh province) coordinated with Viettel Post and Telecommunications Joint Stock Corporation to conduct a field survey and propose a specific plan to pilot the construction of a logistics center and smart border gate.

In recent times, the pilot implementation of smart border gate construction has had a unified and consistent policy in writing from the central to provincial levels, in line with the general development trend of the world and has been discussed and mentioned in many working sessions of the leaders of the two Parties, States, Governments and provincial-regional levels of Vietnam and China.

Up to now, Viettel Post and Telecommunications Joint Stock Corporation has coordinated with Mong Cai city government and related sectors to develop specific plans such as: renovating, upgrading the system, adding software to manage people and goods to deploy the construction of a logistics center in Mong Cai border gate area, and piloting the construction of a smart border gate.

As soon as the project is agreed upon, the Mong Cai city government (Vietnam) will urgently hold talks with the Dongxing city government (China) to jointly agree on implementation in the direction of "synchronous planning, synchronous construction, synchronous operation" and this is also the basis for the provincial-regional working groups of Vietnam and China to study, discuss, and agree on implementation.

Up to now, Mong Cai city (Vietnam) has completed many infrastructure items at Bac Luan I and Bac Luan II border gates and is testing a number of technology applications such as: automatic control, QR code scanning system, facial recognition for passersby; promoting digitalization of customs procedures, connecting data systems for quick communication between management agencies.

Dongxing City (China) has also basically completed the main items in the smart border gate project, including: automatic control lanes for people and vehicles, AI system to recognize license plates and faces; and put into testing the "one-stop-one-stop" model at Dongxing border gate to reduce customs clearance time.

The two sides are in the stage of technical connection, synchronizing processes to put into trial operation, moving towards officially operating the bilateral smart border gate model with features such as: smart security control, electronic procedure processing, integrated traffic monitoring system. The two sides also agreed to maintain close connection, update information, and exchange promptly, so that the two sides' authorities can "plan synchronously, build synchronously, and operate synchronously".

The construction of smart border gates at the Mong Cai (Vietnam) - Dongxing (China) border gate pair contributes to modernizing border infrastructure by combining digital technology and infrastructure planning; promoting investment attraction and creating momentum for development in the northern border region.
