Streamlining administrative procedures based on data and closely aligned with people's needs.

The Ministry of Justice is coordinating with other ministries and agencies to review 4,676 administrative procedures in order to propose reductions and replacement of paper-based documents with data, aiming to better serve the needs of citizens and businesses.

This information was presented at the Inter-Ministerial Working Group Meeting, the Working Group for reviewing and evaluating administrative procedures, on the draft report on the overall review of administrative procedures at all three levels of government, organized by the Ministry of Justice .

According to Deputy Chief of the Office of the Ministry of Justice Le Thai Phuong, as of November 30, 2025, ministries and agencies had compiled and reviewed 4,676 administrative procedures under their management. Of these, 2,606 procedures fall under the jurisdiction of ministries; 1,663 under the jurisdiction of provinces; 253 under the jurisdiction of communes; and 156 under the jurisdiction of other agencies.

In addition, 20 localities have issued specific administrative procedures or detailed regulations to implement decentralization and delegation of authority, totaling 556 administrative procedures, including 275 procedures under the authority of the provincial level and 281 procedures under the authority of the commune level.

The review results show that, in addition to administrative procedures under the jurisdiction of the three levels of government, there are still some administrative procedures under the jurisdiction of other agencies such as public service units, vehicle registration agencies, representative offices, and organizations that create original records.

During the statistical review process, the Ministry of Justice, along with focal units in ministries, sectors, and localities, played a guiding, connecting, and progress-monitoring role, compiling results and providing timely support to units in implementing their tasks.

However, due to the short timeframe and large workload, some ministries, sectors, and localities have not ensured progress and quality; some have not submitted official reports, and data is still fluctuating; statistical results in some areas are inaccurate, with large discrepancies between localities in the same field…

At the meeting, Minister of Justice Nguyen Hai Ninh, Head of the Inter-Ministerial Task Force for reviewing and evaluating administrative procedures nationwide, stated that, in fulfilling the tasks assigned by key leaders, the General Secretary, and the Steering Committee 57, the Ministry of Justice has closely and effectively coordinated with the Ministry of Public Security, the Government Office , the Central Party Office, the Ministry of Science and Technology, and the Ministry of Interior to implement tasks related to reducing and simplifying administrative procedures using data.

The Ministry of Justice also conducted a comprehensive review of administrative procedures and organized a national conference to guide ministries, sectors, and localities on the statistics and review of administrative procedures at all three levels of government. Minister Nguyen Hai Ninh emphasized that the report on the comprehensive review of administrative procedures at all three levels of government needs to clearly identify three groups of output products.

Firstly, regarding the list of administrative procedures finalized by November 30, 2025, a complete statistical analysis is needed, along with an assessment of the quality of the results, clarifying the level of simplification of administrative procedures and the differences between central and local ministries and agencies.

Secondly, while the review of dossier components and administrative procedure processing procedures has been streamlined, in reality, many components are still not entirely reasonable. These need to be integrated with the administrative procedure information system and the practical needs of citizens and businesses, ensuring connectivity and data sharing.

Thirdly, regarding national and specialized data fields and databases, the report needs to accurately reflect the current situation, because currently only a few databases are operational and serving the public and businesses. Many databases are still just in name or technical form, lacking complete data, connectivity, and data sharing capabilities. According to Minister Nguyen Hai Ninh, the report needs to clearly identify these shortcomings, avoiding generalizations.

Minister Nguyen Hai Ninh requested that the report be structured logically, synthesize data for analysis, include assessments to identify difficulties and obstacles, and propose solutions and recommendations based on an assessment of the current situation and closely aligned with reality.

Regarding tasks assigned by the Steering Committee and the Government with deadlines but not yet completed, the Minister requested that the reasons be clearly stated, responsibilities identified, and appropriate adjustments to the roadmap be proposed. The proposals must be specific, clearly addressable, avoid vagueness, and accurately reflect the actual implementation situation, while also suggesting feasible solutions for the future.
