Bridge 110 was half-built and abandoned.

The 110 Bridge Project is located between the administrative boundaries of Dak Lak and Gia Lai provinces, part of the Ho Chi Minh Road upgrade and expansion project from Km1667+570 - Km1738+148 through Dak Lak province, with an implementation cost of about 24 billion VND. However, due to the slow site clearance by the locality, the project was only 80% completed and then abandoned for 7 years, causing waste of the State budget and public anger.

1/ The Ministry of Transport has just issued a document responding to the petition of voters of Dak Lak province before the 7th session of the 15th National Assembly on continuing to invest in and complete the Ho Chi Minh Road 110 Bridge through Ea H'leo district, Dak Lak province.

According to the Ministry of Transport , the Bridge 110 Project is part of the Ho Chi Minh Road Upgrade and Expansion Investment Project from Km1667+570 - Km1738+148 through Dak Lak province, with a total investment of VND 2,633 billion, using government bond capital according to Resolution No. 65/2013/QH13 of the National Assembly. Based on the local proposal, the Ministry of Transport has approved the adjustment and addition of the construction item of a new Bridge 110 with a width of 9 m next to the existing bridge, with completion time in 2017 and implementation cost of about VND 24 billion.

The project was implemented in 2013 and completed in 2015, in which the old Bridge 110 remained in its original state, only repairing the damage to ensure operation. However, during the implementation process, although the Ministry of Transport and the Ho Chi Minh Road Project Management Board sent many documents to the People's Committee of Dak Lak province and Ea H'leo district, not to mention direct meetings with the locality to urge the implementation of the project. However, due to Dak Lak province's delay in site clearance, the project implementation period ended, including the extension until December 2018, the project has only completed about 80% of the volume, the remaining about 20% is the volume of the road at the beginning of Bridge 110 that cannot be completed.

Due to the delays in the progress and procedures for approving the local land clearance plan, the project's government bond capital allocated in 2016 had to be extended to 2017 and 2018 and was not allowed to be extended by the competent authority. Therefore, the Ministry of Transport has directed agencies and units to review and implement procedures to stop the project to carry out the project settlement according to regulations. At the same time, the Government has submitted to the National Assembly the project's capital settlement, recovered to the State budget and not included in the list of medium-term public investment plans for the period 2021-2025.

2/ Since then, the suspension of the 110 Bridge Project has not only affected travel and caused high traffic safety risks, but also caused waste of the state budget. Therefore, it is urgent to consider allocating capital for the completion of the Project. Although in the past, Dak Lak province has repeatedly requested the Ministry of Transport to continue allocating capital to complete the 110 Bridge, the Ministry has not been able to balance resources and allocate capital to complete the 110 Bridge. In Document No. 1283/BGTVT-KHDT dated February 14, 2023 of the Ministry of Transport in response to Dak Lak province, it is clearly stated that based on the needs and ability to balance resources, the Ministry of Transport will continue to review and balance the allocation from legal capital sources, and report to competent authorities for consideration according to regulations.

However, since February 2023, the National Assembly has not yet had a policy to allow the use of the reserve fund for the medium-term public investment plan for the period 2021-2025. Regarding the source of increasing annual central budget revenue, the Government has determined to focus on implementing important national projects, key projects, inter-regional projects and projects that have completed investment procedures, included in the medium-term public investment plan for the period 2021-2025, so the Ministry of Transport has not yet balanced the capital source to continue implementing investment to complete the project.

In the coming time, the Ministry will continue to closely coordinate with the Dak Lak Provincial People's Committee to study investment options to complete the 110 bridge connecting Dak Lak and Gia Lai provinces, ensuring smooth traffic on Ho Chi Minh Road, overcoming potential risks of traffic accidents and avoiding waste of the State budget.
