In recent times, Quang Ninh province has always paid attention to leading, directing, and organizing the implementation of administrative reform tasks in a drastic, synchronous, and effective manner, creating a favorable investment and business environment for people and businesses, and achieving many positive results. However, recently, the dynamism of authorities at all levels, especially at the district and commune levels, has shown signs of decline, especially in removing difficulties and obstacles for people and businesses; the scale of production and business has not yet returned to the level before the COVID-19 pandemic and continues to face many new challenges, especially global economic fluctuations from the beginning of 2025; the work of synthesizing and listing administrative procedures related to production and business activities and the implementation of announcement and publicization of internal administrative procedures is still slow.
To strengthen the leadership and direction of Party committees and organizations at all levels; improve the effectiveness and efficiency of administrative reform, create a favorable investment and business environment for the business community and people according to the Resolution of the 15th Provincial Congress, Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period; further promote the role of the private economy, strengthen confidence, create new momentum and impetus for economic development, promote growth, and enhance national competitiveness according to Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, the Standing Committee of the Provincial Party Committee requests:
1. Party committees, party organizations, authorities, heads of departments, branches, agencies, units, party secretaries, chairmen of district and commune-level People's Committees must resolutely rectify discipline, strengthen responsibility and take responsibility for directing the resolution of feedback and recommendations to promptly remove difficulties and obstacles for businesses; continue to seriously, fully and effectively implement Resolution No. 05-NQ/TU dated April 9, 2021 of the Provincial Party Executive Committee "on promoting administrative reform; improving the investment and business environment, enhancing provincial competitiveness in the 2021-2025 period, with a vision to 2030" . Immediately rectify cadres, civil servants and public employees under their management in terms of spirit and attitude in serving people and businesses; criticize and strictly handle collectives and individuals who violate the law; Immediately end the situation where enterprises have to pay unofficial fees in performing administrative procedures and other activities related to state administrative agencies and units. Direct the review, establishment and maintenance of a hotline in a practical and effective manner to receive and handle feedback and recommendations in accordance with the provisions of Decree No. 20/2008/ND-CP dated February 14, 2008 of the Government on receiving and handling feedback and recommendations from individuals and organizations on administrative regulations and related legal provisions; direct the immediate reception and handling of feedback and recommendations from enterprises on having to pay unofficial fees to state administrative agencies, cadres, civil servants and public employees.
2. The Standing Committee of the Provincial People's Committee Party Committee leads and directs the Provincial People's Committee to closely follow the key tasks stated in Official Dispatch No. 56/CD-TTg dated May 4, 2025 and Official Dispatch No. 63/CD-TTg dated May 12, 2025 to focus on directing departments, branches, agencies, units, and localities to urgently organize and implement seriously and effectively, focusing on reviewing, cutting, and simplifying administrative procedures related to production and business activities and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures, completing 100% of the implementation of the plan on decentralization of authority to handle administrative procedures approved in Decision No. 1015/QD-TTg dated May 12, 2025. On August 30, 2022, the Prime Minister announced that 100% of internal administrative procedures will be reduced and simplified in accordance with new legal regulations on decentralization, delegation, authorization, and streamlining of the organizational apparatus, implementing a 2-level local government organization model.
3. The Fatherland Front and socio-political organizations of the province continue to innovate the content and form, improve the effectiveness of propaganda and dissemination of Party regulations and State laws in administrative reform; strengthen supervision and criticism of the organization and implementation of administrative reform, and create an investment and business environment in the province.
4. The Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Media Center and relevant agencies and units shall strengthen propaganda on mass media about the Central and provincial directions on administrative reform, creating an investment and business environment, especially propaganda about Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.
5. The Provincial Party Committee's Inspection Committee strengthens its grasp of the situation, regularly monitors and proactively proposes inspections when there are signs of violations, strictly handles violations in the performance of official duties to deter and warn the entire Provincial Party Committee to promote and improve work efficiency and effectiveness, and complete the tasks and goals set for 2025.
The Provincial Party Standing Committee requests relevant agencies and units, according to their assigned functions, tasks and authorities, to seriously organize and implement the directive contents.
