According to the report of the Ministry of Finance , the total state budget investment plan for 2025 assigned by the Prime Minister to 16 units under Working Group No. 5 (including 3 ministries, central agencies and 13 localities) is 100,687.28 billion VND, accounting for 12.2% of the total capital investment plan nationwide. As of April 30, 2025, the total allocated capital was 105,302.226 billion VND, reaching 104.6% of the assigned plan. Of which, 3/3 ministries, central agencies and 8/13 localities have fully allocated the capital plan; the remaining 5 localities have not fully allocated, with a total unallocated capital of 1,028.09 billion VND.
Regarding disbursement progress, it is estimated that by April 30, the disbursement rate of units in Working Group No. 5 reached 12.85%, lower than the national average. There are 5 localities with disbursement rates higher than the average, including: Long An, Tien Giang, Vinh Long, Dong Thap and Bac Lieu. However, some units have low disbursement rates such as the Ministry of Foreign Affairs (2.09%), the Ministry of Industry and Trade (5.78%), and Vietnam Electricity Group (11.58%)...
The reasons for slow disbursement come from both objective and subjective factors. Objectively, the implementation of new regulations such as the 2024 Land Law, the 2023 Bidding Law, etc. still faces difficulties due to some unsynchronized contents, affecting the progress of investment procedures and site clearance. In addition, many projects encounter obstacles due to incomplete planning procedures or lack of actual capital due to low local budget revenue. Subjectively, investment preparation work in some units is still weak and not close to reality; coordination between levels and sectors is not close; many investors have not proactively removed difficulties or lack determination in organizing implementation.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son commended ministries, sectors and localities with high disbursement rates and requested them to continue promoting the achieved results. For the remaining units, the Deputy Prime Minister requested to urgently accelerate the disbursement progress in the coming time, focusing on site clearance work.
The Deputy Prime Minister directed the Ministry of Construction and the Ministry of Agriculture and Environment to coordinate in guiding and supporting localities in resolving difficulties in the supply of construction materials. At the same time, localities need to strictly implement the Government's instructions, strengthen inspection, supervision, and evaluation of implementation progress, and proactively transfer capital from projects with slow disbursement to projects with good progress and high capital demand. Accelerating disbursement must go hand in hand with ensuring construction quality.
The Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries to comprehensively assess difficulties and obstacles, propose solutions to the Government for timely resolution in order to achieve the disbursement target. In particular, the Deputy Prime Minister emphasized the requirement that heads of ministries, branches and localities must uphold their sense of responsibility, directly direct the handling of difficulties, closely monitor the situation of each project, not avoid or shirk responsibility; regularly review and synthesize difficulties to promptly propose solutions.
