The project is funded by Stichting Oxfam NOVIB with a total budget of more than 160,000 Euros, implemented from July 2024 to October 2026 in Quang Binh province, marking a new step forward in the effort to implement digital transformation locally. The project's goal is to improve the capacity to access information and implement legal regulations on resource management and environmental protection for local officials and people. The project focuses on supporting vulnerable groups, such as women, ethnic minorities, and people with disabilities to access complete, timely and accurate information. The Quang Binh Provincial Center for Information Technology and Communications is the project's implementing unit, in coordination with the Center for Research on Upland Resource Management (CEGORN) and related units.
One of the key contents of the project is to standardize the electronic information system of departments, branches and localities according to Decree No. 42/2022/ND-CP on providing information and online public services and the Law on Access to Information 2016. According to the plan, the electronic information pages of provincial, district and commune-level departments, branches and sectors in the province will have an information access section and an independent software system (linked to the Quang Binh Provincial Electronic Information Portal/Page system); integrated and interconnected with the Quang Binh Provincial Document Management and Operation System to quickly update directive documents and policies related to all fields, including natural resources and environment, land, forestry, etc.
The project organizes many training activities for officials at the provincial and district levels of Bo Trach and communes of Xuan Trach, Phu Dinh, and Phong Nha town to improve their skills in providing and processing information; at the same time, develop internal regulations on access to information. The training courses will provide skills in operating electronic information sites, protecting personal data, and guiding the implementation of internal regulations on access to information in accordance with regulations. In particular, the project will support facilities and equipment such as computers, scanners, loudspeakers, information boards, etc. for beneficiary localities to ensure synchronous and effective implementation. Various communication activities on the Law on Access to Information and information related to the Land Law, Forestry Law, and Environmental Protection Law, such as grassroots radio, posters, legal handbooks, video production, leaflets, etc., will also be widely deployed.
In parallel with these activities, “community core” groups with about 30 local members will be established and trained to support people, especially in remote areas, to access digital information effectively. Based on the pilot models and project results, policy proposals will be developed, documented and sent to authorities at all levels to contribute to perfecting the legal framework related to information access and natural resource management.
According to Deputy Director of the Provincial Information Technology and Communications Center and Project Director Tran Diem Phuc, “Better access to information will help people participate in all areas, including resource management, supporting the government’s decision-making process, thereby limiting disputes and improving efficiency in environmental protection. This is a practical step, contributing to the implementation of the province’s digital transformation goals, while at the same time, enhancing publicity and transparency in state management activities, ensuring the legitimate rights of the people.”
The project is expected to not only improve the internal capacity of administrative agencies and local communities but also create a model of friendly and effective digital government. At the same time, this is a concrete step in realizing the goals of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 07-NQ/TU dated March 31, 2022 of the Provincial Party Committee on digital transformation of Quang Binh province by 2025, with a vision to 2030, towards a sustainable, green and modern Quang Binh.
