In the past few days (from May 15 to 19), there has been rain, moderate rain, heavy rain, and locally very heavy rain with high intensity (rainfall in the past few days has been common in areas from over 50 - 100 mm, especially locally some areas with total rainfall from over 100 - 200 mm: Phi Hai rain gauge station (Quang Hoa) 270.6 mm; An Lai station 305.8 mm, Truong Luong (Hoa An) 221.4 mm; Minh Tam rain gauge station (Nguyen Binh) 214.6 mm; rain mainly occurs from night to early morning. Some localities have experienced landslides and land subsidence due to heavy rain, localized flooding causing damage, affecting areas around houses, agricultural production, traffic infrastructure, etc.
According to the National Center for Meteorological Forecasting, the rain situation is still complicated, the soil moisture is almost saturated with water (over 85%), the risk of landslides is very high, heavy rain causes floods, inundation of low-lying areas, along rivers and streams.
In order to minimize damage caused by heavy rain, floods, flash floods, and landslides, the Chairman of the Provincial People's Committee requested directors, heads of departments, branches, agencies, units, members of the Provincial Civil Defense, Disaster Prevention and Search and Rescue Command (PTDS, PCTT&TKCN), Chairmen of District and City People's Committees to focus on directing the implementation of the following tasks:
The People's Committees of districts and cities closely monitor weather developments, floods, landslides, and provide timely warnings to authorities at all levels and people for proactive prevention. Organize inspections of locations and residential areas at high risk of flash floods, landslides, and rockslides (especially pay attention to households that have not relocated their houses in areas where cracks and subsidence have occurred during storm No. 3 in 2024); prepare emergency evacuation plans in case of dangerous natural disasters; prepare rescue forces, means, equipment, and necessities according to the "4 on-site" motto to proactively respond to natural disasters.
Organize forces to guard, control, warn, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas and locations where landslides have occurred and are at high risk of continuing on traffic routes; resolutely do not allow people and vehicles to pass through if safety is not ensured; do not let unfortunate human losses occur due to subjectivity and carelessness. Coordinate with relevant agencies to direct the safe operation of irrigation and hydroelectric works and reservoirs in the area to ensure safety for the works and safety for downstream areas according to regulations. Direct commune levels to deploy shock forces to prevent natural disasters, organize inspections to detect signs of subsidence and landslides in residential areas; remove and clear obstacles on drainage channels and small streams; be on standby and ready to carry out timely rescue work and quickly overcome the consequences of natural disasters caused by floods and rains from the first hour.
The Department of Agriculture and Environment directs the Provincial Hydrometeorological Station to closely monitor, increase forecasts, warnings, and timely information on the developments of floods, flash floods, and landslides so that relevant agencies, localities, and people can proactively deploy response measures; direct the work of ensuring the safety of irrigation dams, regulating and operating irrigation dams according to regulations. The Department of Industry and Trade directs hydropower dam owners to deploy the work of operating hydropower reservoirs to ensure the safety of hydropower reservoirs, emergency flood discharge according to approved plans; plans to ensure power supply and safety for the power grid system. The Department of Construction directs the work of ensuring safety and smooth traffic on roads in the province, especially key National Highways and Provincial Roads where landslides frequently occur. Pay special attention to roads under construction, not to let or increase the risk of natural disasters occur. Coordinate with localities to control and guide traffic at culverts, spillways, and deep flooded areas; arrange forces, materials, and equipment to promptly handle incidents and ensure smooth traffic.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police closely monitor the situation of incidents, natural disasters, and landslides, proactively direct local forces to coordinate and support localities in deploying flood response, search and rescue, and overcoming the consequences of natural disasters in a timely and effective manner. Departments, branches, and members of the Provincial Steering Committee for Disaster Prevention, Natural Disaster Prevention, and Search and Rescue, according to their functions and tasks, proactively prepare to coordinate and deploy response measures when natural disasters occur; prepare forces and means to participate in rescue when requested.
