Efficiency from national target program capital

As a border commune of the mountainous district of Minh Hoa, in recent years, from the capital of the National Target Program, many infrastructure development projects in Trong Hoa commune have been gradually improved, ensuring to serve the production and living needs of the people. From the integration and allocation of capital sources from the National Target Program, the locality has solved the shortage of residential land, housing, production land, and domestic water; supported the elimination of temporary and dilapidated houses; converted occupations, developed livestock and crop models, etc., bringing efficiency and stable income to the people.

From the national target program capital, many ethnic minority households are supported to train and develop the bamboo and rattan weaving profession.

Rong Village, one of the most difficult villages in Trong Hoa Commune, has the only road leading to the village cut off by streams. During the rainy season, Rong Village is almost isolated from the outside world. However, since the construction of a suspension bridge, the villagers' travel has become much more convenient. Not only that, thanks to the National Target Program's capital, Rong Village has basically solidified the internal traffic roads, built new cultural houses, and schools for children. Villagers are given priority in changing their occupations and supported with plant and animal varieties.

Secretary of the Party Cell of Rong Ho Pheo village shared that the village has 62 households, previously the people's lives mainly depended on slash-and-burn farming, the difficult transportation made life even more difficult. However, thanks to the attention of the Party and the State, now the people not only have convenient roads for trade and commerce, but also promote economic development.

According to statistics, in 2024 alone, Minh Hoa district has allocated more than 240 billion VND from the National Target Program for socio-economic development in ethnic minority and mountainous areas; of which, development investment capital is nearly 110 billion VND and career capital is more than 130 billion VND.

From the National Target Program capital, up to now, Minh Hoa district has supported nearly 200 households to build houses, dozens of essential infrastructure works to serve production and life for ethnic minorities; built 7 community development models, creating livelihoods for people.

Typically, in implementing Project 9 on investment in developing ethnic minority groups with very few people and ethnic groups with many difficulties, Minh Hoa district has invested in the construction of 70 infrastructure works; of which 50 works were completed and put into use, supported the repair of 14 infrastructure works in villages with special difficulties for ethnic minorities, 11 production development models in villages with the Chut ethnic group. Thereby, contributing to improving the infrastructure of border communes and ethnic minority areas; socio-economic development in a positive and effective direction... solving the difficulties in material and spiritual life of ethnic minorities. The increasingly improved lives of the people have strengthened the people's trust in the leadership of the Party, the State as well as the local Party Committee and government.

Vice Chairman of Minh Hoa District People's Committee Dinh Tien Dung said that investment resources from the National Target Programs are the "leverage" for the district's poverty reduction work. Therefore, right from the implementation of the programs, the district has paid special attention to planning and budget allocation to implement projects in the overall program according to the annual and phase plans. From the National Target Program capital, the district has allocated and supported the construction of rural infrastructure and the construction of grassroots cultural institutions such as cultural houses, schools, roads, and initial livelihood support to ensure the lives of people, especially in disadvantaged villages, hamlets, and communes.

In addition, the district also focuses on directing border communes to review people's needs, deploy investment in the right areas, right subjects, and meet people's urgent needs. During the implementation process, ensure the appraisal process, arrangement, and disbursement of investment capital in accordance with the law.
