Gate 11 area has 3 intersections between Bui Van Hoa and Vo Nguyen Giap streets with National Highway 51 (belonging to 3 wards: Phuoc Tan, Long Binh Tan, An Hoa, Bien Hoa City). These are all large intersections with heavy and complicated traffic.

Continuously from the beginning of May 2023 until now, at these intersections, there have been 4 traffic accidents (TNGT) that killed 4 motorcyclists.
* There are many shortcomings
According to Dong Nai Newspaper reporters, the three intersections of Bui Van Hoa - Vo Nguyen Giap, Bui Van Hoa - National Highway 51 and Vo Nguyen Giap - National Highway 51 are locations for vehicles to move in and out of National Highway 1, National Highway 51, industrial parks in Bien Hoa City, Trang Bom District, Long Thanh District... Therefore, the number of vehicles moving through here every day is very crowded, including many trucks, tractors, and passenger cars.
Traffic congestion often occurs at the three intersections mentioned above, especially during rush hour, leading to chaotic traffic through this area: cars move into the two-wheeled lane and vice versa, leading to a very high risk of traffic collisions.
Mr. Ha Van Vu (residing in Phuoc Tan Ward) expressed: "Going through intersections during rush hour is always a concern for two-wheeled vehicle riders because they have to squeeze with heavy trucks, which limits visibility and makes it easy to fall into the "blind spots" of dump trucks, tankers, and container trucks, leading to traffic accidents."
Chairman of Phuoc Tan Ward People's Committee (Bien Hoa City) LE KIM HUONG said that they will continue to take action to handle cases of encroachment on roads and sidewalks for business and trading. Thereby, ensuring space for people and vehicles to circulate through intersections in the ward. |
According to the assessment of the Provincial Traffic Safety Committee, the Vo Nguyen Giap - Bui Van Hoa intersection is organized in a roundabout form with 4 directions of vehicles converging with very high traffic volume and density. When vehicles are mixed in the roundabout and at the corners turning left and right, visibility and observation between tractor-trailers, trucks and motorbikes are limited. Therefore, it often leads to fatal traffic accidents.
Not only that, at the intersection of National Highway 51 with Vo Nguyen Giap Street, there are 5 lanes, cars can go straight continuously on National Highway 51 (in lanes 3 and 4, from Bien Hoa City to Long Thanh District). Therefore, when motorcyclists want to turn left from National Highway 51 to the Gate 11 roundabout, they will intersect and conflict with the continuous flow of cars on National Highway 51. This is the main cause of fatal traffic accidents between cars and motorbikes in this area in recent times.
From the beginning of May 2023 to now, there have been 4 accidents that killed 4 motorcyclists on the spot at these 3 intersections. Of which, 2 victims were under 18 years old (1 male and 1 female), 1 victim was an elderly person, all victims died while riding a motorbike and colliding with a dump truck.
Most recently, at noon on June 14, on Bui Van Hoa Street (in Phuoc Tan Ward), after colliding with a motorbike going in the opposite direction, NTTA. (female, 16 years old, residing in An Phuoc Commune, Long Thanh District) sitting behind a motorbike with license plate 61S1-3777 fell onto the road and was run over by a dump truck with license plate 60H-106.18 running right behind, killing her on the spot. Previously, on the afternoon of June 12, on National Highway 51, near the Gate 11 intersection (in An Hoa Ward), a truck with license plate 61C-452.36 collided with a motorbike with license plate 60B4-909.93, causing NPGH (17 years old, residing in Tuc Trung Commune, Dinh Quan District) to die on the spot.
* Urgently implement measures to prevent traffic accidents
Faced with the current situation of traffic safety loss at Gate 11, the authorities have repeatedly recorded, inspected, and proposed solutions to overcome traffic safety shortcomings at 3 intersections in this area. Most recently, on June 16, the Provincial Traffic Safety Committee chaired an on-site inspection and agreed to handle the traffic safety loss within the scope of the above intersections.
Accordingly, the Provincial Traffic Safety Committee and related units agreed that at the Gate 11 roundabout, it is necessary to install synchronous traffic lights, traffic signs, painted lines... in 4 directions of movement. Thereby, controlling the traffic flow into the intersection, limiting intersections, and at the same time narrowing the diameter of the existing roundabout into a guiding island.
At the intersection of Highway 51 and Vo Nguyen Giap Street, it is necessary to extend the existing median strip (separating lanes between cars and motorbikes). Remove the sign indicating that vehicles are allowed to go straight when the light is red on the right side of Highway 51. Upgrade the existing traffic signal to 3 phases, at the same time add a signal light on the right side of the route for motorbikes, adjust the light phases and painted lines to suit the new traffic organization...
Deputy Head of the Provincial Traffic Safety Committee Nao Thien Anh Minh said that, in terms of a long-term solution, the Committee will advise the Provincial People's Committee to propose the Ministry of Transport to build an overpass on Vo Nguyen Giap Street over the Gate 11 roundabout. Because according to the design, the starting point of the Bien Hoa - Vung Tau Expressway starts from Vo Nguyen Giap Street, only 1km from this roundabout, so in the future when the expressway is put into operation, the pressure on this intersection will be even greater.
