This is to meet the housing needs of officials and civil servants when merging provinces, and to avoid wasting existing public assets.
New construction, repair of many houses
Vice Chairman of the Provincial People's Committee Ho Van Ha has just signed a document agreeing with the proposal of the Department of Construction on investing in the construction of public housing areas for officials, civil servants, public employees, and armed forces when merging the two provinces of Binh Phuoc and Dong Nai. Accordingly, there are 7 areas proposed to build new public housing in Bien Hoa city.
The Provincial People's Committee requested the Provincial Military Command to carry out procedures for investing in the construction of 2 public housing areas for the armed forces; the Provincial Police to carry out procedures for investing in the construction of 2 public housing areas for the police force; and the Provincial Construction Investment Project Management Board to carry out procedures for investing in the construction of 3 public housing areas for other officials.

In addition to the above-mentioned public housing areas, the provincial leaders requested the Department of Construction to propose land for the construction of public housing and social housing in the process of concretizing the planning idea of converting the Bien Hoa 1 Industrial Park into an urban - commercial - service area and improving the environment. If implemented as planned, the province will have 8 more public housing areas newly built to provide long-term accommodation for officials from the district to the province, and from Binh Phuoc to Dong Nai to work.
In addition to new construction projects, the province has directed the Department of Finance to preside over the review of redundant headquarters that are no longer in use after the merger, consolidation of agencies, and merger of provinces to maintain and repair them into public housing. This has two purposes: to provide immediate housing for civil servants and to avoid wasting available public assets.
Director of the Department of Finance Truong Thi Huong Binh said that, following the direction of the province, the department has reviewed and found 6 headquarters that can be repaired into official residences, with more than 150 apartments/rooms. Among these, there are the headquarters of the Provincial Social Work Center, Guest House 71 and the Continuing Education Center in Trung Dung Ward, and the 4 social housing apartment blocks in Quang Vinh Ward that also have vacant apartments...
In addition, there are 7 headquarters of agencies and organizations that are being rearranged and need to re-determine their usage needs. In case they are not fully utilized or no longer needed, they will be converted to public housing. Among these are headquarters of agencies such as: Provincial Women's Union, Provincial Veterans Association, Provincial Farmers' Association, Dong Nai Provincial Youth Union, etc. Most of these headquarters are newly built and located right in the center of Bien Hoa city.
Ensure adequate accommodation for officials and civil servants
Chairman of the Provincial People's Committee Vo Tan Duc said that when implementing the organizational arrangement of the political system, Binh Phuoc province will merge with Dong Nai province. It is expected that about 1,600 officials and civil servants of Binh Phuoc province will come to work in Dong Nai, of which about 800 will initially. The province's viewpoint is to ensure enough accommodation and work space for this force.

Regarding public housing, the Chairman of the Provincial People's Committee requested that before May 10, 2025, the Department of Construction presides over and invites the Department of Finance, Bien Hoa City People's Committee, and the Provincial Land Fund Development Center to conduct field surveys and select headquarters and buildings under management but not in use, including dormitories and social housing to be repaired into public housing. At the same time, the province will deploy the construction of new public housing areas.
Regarding housing, Vice Chairman of the Provincial People's Committee Ho Van Ha said that for civil servants and public employees who are not eligible for official housing, the province has solutions to ensure housing needs. That is, working with investors of commercial housing and social housing projects being implemented in Bien Hoa city to speed up construction and completion; assigning the Department of Construction to preside over proposals for construction of high-rise housing projects at suitable prices; speeding up the bidding process to select investors and appoint contractors for social housing projects included in the province's housing development plan for the period 2021-2025. In addition, the province directed the Department of Construction to study legal regulations, advise the Provincial People's Committee to propose to the Government policies to support housing rental and purchase costs for cadres and civil servants who have to relocate after the merger.
Currently, the province is promoting the development of social housing projects to meet the needs of the people and officials, civil servants and public employees. Some preferential policies that the province is applying to investors are maximum support of 20 billion VND/project for infrastructure investment; pre-planning of favorable land areas; reducing by half the time to handle administrative procedures. For home buyers, the province has a mechanism to support preferential loans through the social policy bank; in the future, there may be more social housing projects invested by the province for the purpose of renting.
