The documents include: The Ministry of Industry and Trade of Vietnam and the Ministry of Energy of Azerbaijan exchanged a memorandum of understanding on cooperation in the energy sector.
The Vietnamese Ministry of National Defense and the Azerbaijani Ministry of National Defense exchanged a Letter of Intent on cooperation between the two ministries. The Vietnamese Ministry of Justice and the Azerbaijani Ministry of Justice exchanged a Cooperation Program for the period 2025-2027.
Vietnam National Oil and Gas Group and Azerbaijan Ministry of Economy exchanged Memorandum of Understanding in the field of exploration and exploitation, oil and gas technical services and training.
Binh Son Refining and Petrochemical Joint Stock Company and the Ministry of Economy of Azerbaijan exchanged a Memorandum of Understanding on long-term crude oil supply to Dung Quat Oil Refinery between Binh Son Refining and Petrochemical Joint Stock Company, Vietnam Oil Corporation and SOCAR Trading Singapore.

Azerbaijani President Ilham Aliyev expressed his hope that in the coming time, the two countries will balance the trade structure and exchange information related to specific projects. If both sides provide full information, the exchange of goods and trade will certainly increase.
Despite the geographical distance, strengthening cooperation in areas where both sides have strengths such as new energy development and defense industry will bring high efficiency; at the same time, mutually beneficial cooperation at multilateral forums, the United Nations, etc.
General Secretary To Lam thanked the warm and respectful reception that President Ilham Aliyev, leaders and friends of Azerbaijan gave to the high-ranking Vietnamese delegation.
Emphasizing that this is the first visit by the General Secretary of the Communist Party of Vietnam to Azerbaijan since the two countries established diplomatic relations in 1992, the General Secretary affirmed Vietnam's respect and determination to further promote cooperation with Azerbaijan in all fields, commensurate with the good traditional friendship and cooperation potential between the two countries.
The General Secretary said that he had just had a very successful meeting with the President and the two sides agreed on many strategic directions to develop bilateral relations in the coming time.
The two sides were pleased to witness the good traditional friendship between Vietnam and Azerbaijan, which was founded with the historic visit of President Ho Chi Minh to Azerbaijan in 1959, followed by many visits by high-ranking leaders of the two countries, and has been continuously nurtured by the efforts of the people of the two countries, achieving many important achievements in the fields of politics-diplomacy, energy, defense-security, trade-investment, education-training, etc.
Based on the solid achievements and great potential for cooperation, the two sides agreed to adopt a Joint Statement on the establishment of a Strategic Partnership, opening a new stage of development in the bilateral relationship. This cooperation framework will create a solid foundation to further consolidate and deepen the Vietnam-Azerbaijan relationship, taking advantage of each other's strengths so that the two countries can continue to develop rapidly and sustainably in the new situation.

In order to realize the contents of the Joint Statement and bring bilateral relations into a new era of development, the two sides have reached high consensus on five groups of solutions.
First of all, it is necessary to increase meetings and exchanges of delegations at all levels, especially high-level ones, through all Party, State, National Assembly and local channels; promote relations between the Communist Party of Vietnam and the ruling New Azerbaijan Party as well as influential political parties in Azerbaijan; effectively implement signed high-level documents/agreements; effectively coordinate the implementation of existing cooperation mechanisms and study the establishment of new cooperation mechanisms.
Promote substantive and comprehensive economic and trade cooperation through enhancing the effectiveness of the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, promoting trade and investment, connecting the business communities of the two countries; focusing on developing cooperation on the energy-oil and gas pillars, researching and promoting cooperation in potential fields such as railway and maritime transport, agriculture and processing and manufacturing industries, etc.
The two sides need to promote defense and security cooperation through delegation exchanges; increase experience sharing and cooperation in areas of mutual interest, including information exchange, prevention and combat of transnational crimes, cyber crimes, and drug trafficking crimes.
The two sides expanded cooperation in culture, sports and tourism, education and training, people-to-people exchange and local cooperation; agreed to organize cultural and artistic activities in the two countries in the coming time; increased experience exchange in sports training and competitions; and promoted the tourism potential of each country to strongly attract tourists.
Vietnam wishes to increase the number of international students studying in Azerbaijan’s strong fields. Azerbaijan is considering establishing people-to-people friendship organizations with Vietnam, thereby promoting exchanges and understanding between the two peoples.
Vietnam and Azerbaijan have increased the exchange of views on issues of mutual concern, promoted cooperation in resolving traditional and non-traditional security issues, closely coordinated and supported each other at multilateral forums such as the United Nations, the Non-Aligned Movement, the Conference on Interaction and Confidence Building Measures in Asia (CICA), etc.
The two sides emphasized their support for maintaining peace, stability, security, safety, freedom of aviation, navigation and trade in the East Sea; resolving disputes by peaceful means, not using or threatening to use force, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The General Secretary affirmed that with the high determination of the leaders and people of the two countries, he firmly believes that the Vietnam-Azerbaijan Strategic Partnership will develop increasingly strongly, for the benefit of the people of the two countries, for peace, stability, cooperation and common prosperity of the region and the world.
