Statistics show that Ho Chi Minh City has 58 industrial parks and export processing zones in operation with a scale of about 22,400 hectares.
Investment attraction reached 5 billion USD
By the end of November 2025, the investment attraction situation in industrial parks and export processing zones has improved with the total attracted investment capital including newly granted and adjusted capital reaching 5 billion USD, reaching 107% of the 2025 plan (4.524 billion USD). Accordingly, the land area for lease reached 405.69 hectares, an increase of 49.65% over the same period (271.1 hectares); the factory area for lease reached 457,718m2 , an increase of 401.98% over the same period (90,585m2 ) . The average investment rate is 8.63 million USD/ha.
Regarding foreign investment, the total attracted investment capital reached 3,218 million USD, up 0.51% over the same period. Of which, 199 new projects with registered capital of 1,315.28 million USD were granted; 162 projects with adjusted investment capital increased by 1,902.86 million USD, up 90.3% over the same period.
Regarding domestic investment, the total attracted investment capital reached VND46,581.06 billion (equivalent to USD1,863.24 million), up 20.11% over the same period. Of which, 93 new projects were granted with registered investment capital of VND32,470.42 billion, up 32.65% over the same period; 47 adjusted projects, with adjusted capital increasing by VND14,110.64 billion.
According to the Ho Chi Minh City Export Processing and Industrial Zones Authority (Hepza), according to the development plan for industrial parks and export processing zones in Ho Chi Minh City for the period 2021-2030, with a vision to 2050, there are 105 industrial parks and export processing zones with an area of over 50,288 hectares. Of which, 66 industrial parks and export processing zones have been decided to be established with an area of over 27,270 hectares; 58 industrial parks and export processing zones are in operation with an area of over 22,410 hectares, with an occupancy rate of 80%; 8 industrial parks have been established but are not yet in operation with an area of 4,860 hectares; 39 industrial parks have not yet decided to be established with an area of 23,018 hectares.
Currently, the total number of workers in industrial parks and export processing zones of Ho Chi Minh City is 909,433 people. Of which, female workers are 511,101 people, accounting for 56.2%; workers from other provinces are 651,289 people, accounting for 71.6%; workers working in foreign-invested enterprises are 701,888 workers, accounting for 77.18%; workers working in domestic-invested enterprises are 107,545 workers, accounting for 22.82%.
Promoting "greening" and creating land funds to attract investment
According to Mr. Bui Minh Tri, Head of Hepza Management Board, Ho Chi Minh City is implementing a pilot project to convert 5 industrial parks and export processing zones: Tan Thuan, Tan Binh, Hiep Phuoc, Cat Lai, Binh Chieu into green industrial parks and ecological industrial parks. At the same time, the project is being submitted to the City People's Committee for consideration and approval, in order to soon have policies to support businesses participating in the conversion.
Currently, Hepza is coordinating with the Ministry of Planning and Investment to implement the project "Replicating the eco-industrial park approach to promote circular economy in Vietnam" at Hiep Phuoc Industrial Park.
According to the assessment of Hiep Phuoc Industrial Park, one of the 5 industrial parks and export processing zones promoting the conversion to the "circular economy " model, many enterprises in the park have gradually approached the circular economy, the "industrial symbiosis" model to implement the ecological industrial park model, towards the goal of Net zero. Thanks to the application of the "circular economy" model, 40 enterprises in Hiep Phuoc Industrial Park have saved about 43.3 billion VND/year by reducing electricity consumption by 6,854 MWh; reducing water consumption by more than 151,000m 3 , reducing greenhouse gas emissions by nearly 6,000 tons of CO 2 /year.

Regarding the creation of land funds to attract investment , Mr. Bui Minh Tri said: Hepza has developed a plan to deploy in a number of export processing zones and industrial parks such as Le Minh Xuan 2 Industrial Park to build a specialized medical and pharmaceutical industrial park. Deployed in 4 industrial parks that have been approved for investment policy, but have not yet come into operation in the Ba Ria-Vung Tau area, including: My Xuan B1-Conac expanded industrial park - area of 110 hectares, HD Industrial Park - area of 450 hectares, Long Son Petroleum Industrial Park - area of 850 hectares, Van Thuong Industrial Park - area of 387.09 hectares.
At the same time, planning for new industrial parks will be implemented: Ho Chi Minh City central area: Pham Van Hai I, Pham Van Hai II Industrial Park; Ba Ria-Vung Tau area: Phu My Industrial Park, Chau Duc 1 Industrial Park; Binh Duong area: Binh Duong Riverside Industrial Park, Lai Hung Industrial Park, Dau Tieng 1A Industrial Park, Bac Tan Uyen 2 Industrial Park, Tan Lap I Industrial Park.
Regarding the "greening" model of industrial parks, Hepza organizes the implementation of the Project "Orientation for the development of export processing zones and industrial parks in Ho Chi Minh City for the period 2023-2030 and vision to 2045"; coordinates with JICA to implement the following tasks of the Project: "Technical support for the construction of model industrial parks/smart industrial parks with ecological orientation and application of information technology in the management and operation of industrial parks in Ba Ria-Vung Tau province" at Phu My 3 Industrial Park - Continue to implement the Project "Replicating the approach to ecological industrial parks to promote circular economy in Vietnam" at Hiep Phuoc Industrial Park...
