Culture is the spiritual foundation of society, an endogenous resource for the country's development. In the current period of strong integration and globalization, preserving, exploiting and developing cultural values has many advantages, but also poses many difficulties and challenges. The reality of the country shows that reviving and developing culture is both an aspiration and an urgent political task for us today.
Culture is the quintessence of humanity in the process of development. For each country and nation, culture is the result of the labor and creativity of the entire people. The manifestations of culture are extremely diverse, subtle, and profound in all areas of life.
Culture nurtures the human soul and creates the character of a nation. Culture is the face, the image, the character and the position of a nation when entering the integration flow. Therefore, investment in culture is always focused on by many countries, even given top priority.
Vietnam is a country with a diverse and unique culture. Through many historical periods, national culture has always been an important element contributing to the miracles in building and defending the Fatherland.
From very early on, our Party and State recognized the important role of culture. Right from the first days of the founding of the country, President Ho Chi Minh pointed out that culture must "light the way for the nation to go".
Entering the period of innovation, this issue has received special attention from our Party.
In the Resolution of the 8th Central Committee (1998) on "Building and developing an advanced Vietnamese culture imbued with national identity", our Party clearly stated: "Culture is the spiritual foundation of society, both the goal and the driving force for socio-economic development".
The 13th Party Congress document continues to emphasize: “Developing comprehensive human beings and building an advanced Vietnamese culture imbued with national identity so that Vietnamese culture and people truly become an endogenous strength, a driving force for national development and national defense. Increasing investment in developing cultural careers”.
The Prime Minister's Cultural Development Strategy to 2030, issued under Decision No. 1909/QD-TTg dated November 12, 2021, continues to set out specific goals to build and develop a comprehensive Vietnamese human culture, in line with the trend of the times.
The General Secretary's speech at the National Cultural Conference once again emphasized the need to continue building, preserving and reviving national culture to ensure the country's sustainable development.
The leader of our Party also pointed out 6 specific tasks in cultural development, and affirmed: “Faced with new opportunities and challenges, the objective requirement of our country's revolutionary cause is to continue to build, preserve and develop an advanced Vietnamese culture, imbued with national identity, which is truly a "spiritual foundation", "development driving force" and "lighting the way for the nation", promoting cultural values and the strength of the Vietnamese people, arousing the aspiration to develop a prosperous and prosperous country, creating the combined strength of the entire nation to take advantage of opportunities, overcome challenges, and successfully achieve the goal of making our country a developed country with a socialist orientation by the middle of the 21st century".

Thus, it can be said that reviving national culture - making culture more prosperous is both an aspiration and an urgent political task, a breakthrough of strategic significance to promote the process of rapid and sustainable development of the country in the new period.
In addition, the need to revive national culture also comes from the reality of cultural development in recent times. Cultural development has not yet been commensurate with economic and political development, and has not truly become an endogenous resource and driving force for the country's sustainable development. Reality in recent years shows that in addition to proud achievements, the cultural field has also encountered many shortcomings and risks that could negatively affect social life.
Reality in many localities shows that culture is still not given due attention by all levels and sectors, not commensurate with the economy and politics; the entertainment function tends to be excessive while the educational function and scientific nature of culture are neglected, with the risk of spreading; many traditional values are gradually being lost, while many hybrid elements from the West are being adopted crudely, even incompatible with Vietnamese customs and traditions. The capacity of the cultural staff has not yet met the demands of the times.
Cultural enjoyment in regions, between rural and urban areas, is still very different. The work of introducing and promoting culture abroad is still limited. Investment in culture is sometimes and in some places still too formal, lacking substance, ineffective, leading to negative consequences. Violence, crime, and social evils are increasing due to many different reasons, including the lack of cultural education and training among individuals. Superstition, building temples and pagodas for business purposes, worshiping saints, etc. are showing signs of increasing. The strong development of technology, besides its positive aspects, also entails many unpredictable consequences.
The online environment is becoming a fertile ground for ill-intentioned and unconstructive statements, even destroying the cultural environment, negatively affecting the formation and development of young people's personalities. A segment of the population, especially young people, follows negative trends and trends from outside, placing emphasis on material values and exalting enjoyment. The risk of moral degradation and turning away from traditional national values among some groups of people in society is raising warning signs that need to be addressed and handled promptly.
These limitations and shortcomings require our Party and State to promptly orient, direct, and propose action programs aimed at reviving, building and developing culture, thereby successfully completing the socio-economic development goals that have been set. In order to concretize the Government's Cultural Development Strategy to 2030, the Ministry of Culture, Sports and Tourism has implemented the National Target Program on reviving, developing culture, and building Vietnamese people with the general goal of creating a strong and comprehensive change in culture.
Mobilize and concentrate investment resources for culture so that culture is worthy of its leading role and position in national development. Specifically, strive for cultural industries to contribute 7% to GDP by 2030 and invest in culture at least 2% of total annual budget expenditure.
In the vision to 2035, the National Target Program on cultural revival and development, building Vietnamese people strives for 100% of libraries to be guaranteed operating conditions, 100% of civil servants and public employees of public units to be trained and improved in their expertise, 100% of cultural and artistic training facilities to be fully equipped with synchronous facilities, with five universities and two research institutes invested to become national key facilities in the fields of music, fine arts, theater, cinema and culture, on par with countries in the region and the world.
With such specific objectives, the action program is assessed to bring about positive results, contributing to the successful implementation of the objectives set out in the Government's Cultural Development Strategy. Investing in the synchronous construction of cultural infrastructure is an important and necessary basis for preserving, exploiting and developing culture.
This is the necessary condition for people to access, enjoy, live and create culture.
Looking at the reality since the 13th National Party Congress, especially after the National Cultural Conference in November 2021, there has been a strong change in the awareness, thinking and actions of managers and the majority of people in preserving, creating and enjoying culture. Localities have focused on increasing investment resources for culture, many cultural heritages have been restored and embellished in association with tourism, bringing practical results, contributing to improving people's lives.
The work of building a grassroots cultural environment has been widely implemented, from villages, communes, wards to offices, enterprises... Many traditional cultural values have been restored. People in mountainous areas, remote areas, border areas, and islands have received more attention in enjoying culture. Cultural industrialization has begun to have achievements, not only bringing spiritual benefits but also high economic efficiency, helping to improve the lives of a part of the people.
However, besides the support of the majority of people, recently there have been negative opinions about action programs aimed at cultural revival.
On some forums and personal pages, some people have shown ill-will and extreme attitudes towards this issue. Unconstructive statements, even attacks on individuals, and denial of the efforts of the Party, State, and cultural sector in recent times partly show that the awareness of a part of the people about the role and position of culture is not correct.
These extreme statements not only pollute the online environment, but also reveal and demonstrate the uncivilized attitude, lack of self-respect and pride of some Vietnamese people for their national culture. This situation is becoming one of the barriers that threaten to affect the goals in implementing cultural policies and needs to be promptly addressed and rectified.
This fact also partly shows the importance of investing in human factors in the Cultural Development Strategy.
People are the center and subject of culture. Developing and reviving culture requires attention to the human factor. One of the important tasks for reviving culture that the leader of our Party raised in his speech at the National Cultural Conference in November 2021 is to build Vietnamese people in the period of innovation, development, and integration with appropriate standard values, associated with preserving and promoting Vietnamese family values, cultural values, and national values; skillfully combining traditional values with modern values.
It can be seen that people create cultural values and are also the beneficiaries of culture, preserving and developing culture, therefore, people must possess the noble qualities of culture. And cultural revival is not only the work of the cultural sector, but it is the common cause of the whole Party, the whole people, with the joint efforts of the whole community.
