Determined to complete the 60-day intensive campaign to transition from lump-sum tax to declaration-based tax on schedule, the Can Tho City Tax Department is flexibly implementing solutions to support business households in preparing for the transition to declaration-based tax.

* Supporting household businesses

The 60-day intensive campaign to transition from lump-sum tax to declaration-based tax, launched by the Tax Department, will take place from November 1st to December 31st, 2025 (the 60-day campaign). The Can Tho City Tax Department has been aggressively implementing this campaign with the goal of ensuring 100% of households have access to information and support for the transition.

With a sense of urgency and determination in the implementation of the 60-day campaign, the local tax offices in Can Tho City simultaneously launched and implemented a comprehensive set of solutions. These activities aimed to ensure that all business households received on-site support, understood the regulations, and proactively transitioned from lump-sum tax to declaration tax in a convenient and transparent manner.

Mr. Vo Minh Luong, Head of Tax Office 3 in Can Tho City, said: Tax Office 3 established a task force to support household businesses during the 60-day campaign, with members including tax officials, solution providers, and banks. Simultaneously, they developed an implementation plan, specifically assigning tax officials, assigned areas, number of households, and timelines. The support was organized using a "hands-on" approach, going door-to-door to disseminate information about the elimination of lump-sum tax, guide procedures, answer questions, and assist households in transitioning to declaration-based tax.

Over the past few days, working groups from the local tax offices in Can Tho City have been directly visiting households to provide on-site support in installing and using electronic invoices and the eTax Mobile application; installing cash registers; assisting with opening bank accounts and registering for electronic invoices; and receiving documents on-site... following the principle of "hands-on guidance." Simultaneously, they have deployed teams to survey household information to promptly understand the situation, address difficulties, and accompany households throughout the transition process. Conferences have been held in each ward and commune to disseminate policies, guide the transition, and create opportunities for households to exchange information and have their questions answered. In addition, the names of support members and a hotline for assistance and clarification on policies related to the transition from the lump-sum method to the declaration method have been publicly announced.

Ms. Nguyen Ngoc Lan, a household business owner in Binh Thuy ward, shared: “The change in tax payment method from lump-sum to revenue-based declaration made household businesses feel confused. Tax officials came to our place to disseminate information, answer questions, and guide us on installing and using the application. Through this, I understand the new regulations better and feel confident in implementing them.”

* Speed ​​up implementation

According to statistics from the Can Tho City Tax Department, the city has 65,442 household businesses; of which 57,271 pay taxes using the lump-sum method. The city's tax department has built and perfected a database for all household businesses in the area. Based on this, household businesses are grouped according to revenue levels and scale of operation. This classification helps the tax authorities apply management solutions and focus resources on supporting the right target groups, promptly resolving difficulties and providing effective support to household businesses.

The city's tax authority is promoting the application of information technology in monitoring and managing household businesses and receiving feedback from taxpayers to ensure that the transition process is transparent, fair, and in accordance with the law. In addition, the city's tax authority has coordinated with telecommunications companies and electronic invoice service providers such as Viettel, VNPT, MobiFone, MISA, VNPay… in providing technical support, software, and network connectivity. It has also collaborated with commercial banks such as Vietcombank, BIDV , VietinBank… to assist household businesses in opening accounts for their operations. Furthermore, the city's tax authority has advised the City People's Committee to direct relevant departments and agencies to coordinate and mobilize resources to support household businesses, ensuring a synchronized, smooth, and effective transition process.

By December 9, 2025, nearly 15,000 households under the lump-sum tax system had switched to online tax declaration; nearly 5,000 households had installed and used electronic invoices generated from cash registers. The 60-day campaign for households is entering its final stage, and the Can Tho City Tax Department is accelerating the implementation of comprehensive solutions to ensure "Households understand - Households trust - Households switch".

Mr. Phan Thanh Luan, Head of Tax Office 8 in Can Tho City, said: Tax Office 8 continues to closely coordinate with relevant units to promote propaganda, guidance, and support for business households to effectively implement the tax management model transformation. For the remaining households that have not yet transformed, the task force will visit each household to provide guidance and resolve difficulties using a phased approach. Tax Office 8 in Can Tho City strives to complete the 60-day campaign as planned.

The abolition of lump-sum tax is not only a change in tax calculation method, but also a transformation for the household business community in Can Tho City. The city's Tax Department is creating favorable conditions for households to confidently transition, operate stably, and develop sustainably after the transition. Mr. Do Dau Tranh, Deputy Head of the Can Tho City Tax Department, said: The city's Tax Department continues to strengthen the effectiveness of tax management for households, especially in the context of preparing to transition from the lump-sum tax model to the declaration method based on actual revenue from January 1, 2026. This ensures the progress of abolishing lump-sum tax according to the set direction, while maintaining stable production and business activities and facilitating taxpayers during the transition process.
