(Chinhphu.vn) - Resolution 68-NQ/TW 2025 is expected to truly "resolve difficulties" for agricultural enterprises and farmers. However, for the resolution to come into practice, the most important thing is still specific and timely action.

Untangling the land-capital "knot": Real people, real work from the fields

From an expert perspective, Associate Professor Dr. Ngo Tri Long assessed Resolution 68 as a turning point in thinking, placing the private economy in the right role as a growth engine. However, he also frankly said: "The most difficult thing is still capital and land."

By 2030, we will have about 2 million private enterprises, contributing about 55-58% of GDP, creating over 84% of the workforce. However, enterprises currently have difficulty accessing capital, with limited collateral, for example, enterprises do not have enough collateral, especially for small and medium enterprises.

The second thing is, lack of financial transparency. The third thing is, enterprises lack value chain connection.

Resolution 68 encourages financial and credit institutions to lend based on production and business methods, market expansion plans, data, cash flow, value chains, and collateral including future assets. However, we need to complete the legal framework for the model and identify the guarantee fund.

If all three conditions above are met, then enterprises will have easier access to resources. Regarding land, in addition to financial resources, land resources are also very important. One of the unfair issues is the difficulty in accessing land resources. If capital and land resources are untied, private enterprises will develop.

Expert Ngo Tri Long said: Private enterprises, especially small agricultural enterprises, have extremely difficult access to credit.

"They lack collateral, lack value chains, and have unclear finances, so banks are reluctant to lend. While Resolution 68 clearly outlines the direction of changing lending methods based on cash flow and business plans, without specific regulations, it will be difficult to put into practice," Mr. Long analyzed.

From the business perspective, Ms. Tong Thi Ngan - Director of HAQ Hanoi Joint Stock Company) shared: The business really wants to develop more products, but faces great difficulties in capital and cold storage infrastructure.

"If supported by policies like Resolution 68, we can improve the quality of the supply chain and bring better products to consumers," said Ms. Tong Thi Ngan.

Mr. Do Quang Hung - First Deputy General Director of Vietnam - Japan Industrial Park frankly said: 5 years ago, land rent was 70-80 USD/m2. Now it is 200 USD, not including tax, causing many small businesses to only know how to... rent temporary factories in the suburbs.

Mr. Do Quang Hung proposed that 20% of industrial park land should be reserved for small enterprises, with rental prices equal to only 30% of market prices, similar to the way urban areas reserve land for social housing. At the same time, it is necessary to "post-inspection instead of pre-inspection" - that is, to allow construction first, then supervise. Only then can we free up resources that are tied up in hundreds of licenses.

Lawyer Nguyen Thi Sam said: It is necessary to add a "legal shield" for agricultural enterprises, so the viewpoint of not criminalizing civil-economic relations is correct. Lawyer Sam emphasized: If there is a contract dispute, it is not possible to immediately bring the enterprise to criminal court. Priority must be given to resolving it by civil and administrative means, only when it cannot be resolved should criminal proceedings be considered.

Farmers master knowledge, not left behind

Hero of Labor Pham Thi Huan - a woman who has been working with chicken and duck eggs for more than 50 years shared: With an interest rate of 6-7% without incentives, it is difficult to expand agriculture. Even though businesses have brands, they still have to borrow a lot of mortgages. To overcome difficulties, Ms. Huan sought to cooperate with FPT Chairman Truong Gia Binh, bringing technology software into the production chain, improving quality and reducing costs.

"But one swallow does not make a spring. I hope Resolution 68 will have real incentives and a special credit package to support businesses like us who do business properly," Ms. Pham Thi Huan suggested.

From the field, Mr. Ho Xuan Hung - former Deputy Minister of Agriculture and Rural Development Ho Xuan Hung acknowledged: If we want private enterprises to develop in agriculture, we need to solve the problem from the root - especially the agricultural insurance mechanism. Without insurance, banks are reluctant to lend. When they cannot borrow capital, farmers cannot invest in large-scale production. Mr. Hung added that he went to Nghe An to guide shrimp farming in lotus ponds, but was still stuck in land planning, even though the model was 7 times more effective than rice farming.

"From food security, we must move to nutritional security. If we do not adjust agricultural land planning, people will remain stagnant," said Mr. Ho Xuan Hung.
