“The EU Cyber Solidarity Act will strengthen solidarity at the Union level to better detect, prepare for and respond to large-scale or severe cyber security incidents, by creating the European Cyber Shield and a comprehensive Cyber Emergency Mechanism,” the EU executive said in a statement.

The shield will include national and cross-border Security Operations Centers, which will use cutting-edge technology, such as artificial intelligence and advanced data analytics, to detect cross-border cyber threats and incidents.
The cyber emergency mechanism will test entities in critical sectors such as healthcare, transportation and energy for potential vulnerabilities.
The plan also includes the establishment of an EU Cybersecurity Reserve comprising incident response services that would intervene at the request of a country or EU organisation in the event of a serious or large-scale cyber security incident.
The cybersecurity bill will require the consent of EU countries and the European Parliament before it can become law.
