Do Xa Communal House, Hoang Tan Ward is where the Do Xa Village Party Cell, Hoang Tan Commune was established with 3 Party members. Comrade Hoang Van Phuong was appointed as Secretary. The revolutionary movement developed, and the Trai Chua-Ham Ech, Thach Thuy, and Phao Son Party Cells were established one after another.

On March 3, 1946, the Chi Linh District Party Committee Provisional Executive Committee was established, consisting of 7 comrades, and comrade Tran Quoc was appointed as the District Party Committee Secretary. In early 1946, the entire district had more than 30 party members. To date, the Chi Linh City Party Committee has 9,900 party members operating in 57 party cells and affiliated party committees.
