Company nameplate just "hangs around"

As Tuoi Tre Online reported earlier, of the nearly 600 types of fake milk produced by fake milk companies being investigated by the police, 305 types of milk have been registered and self-declared in Hoa Binh province.

In which, according to the registration dossier for declaration and self-declaration of products sent to the Department of Food Safety (ATTP) of Hoa Binh province, Hoa Binh branch - Hacofood Group Nutrition Pharmaceutical Joint Stock Company, and Hoa Binh branch - Rance Pharma International Pharmaceutical Joint Stock Company, have the same address at 335 Tran Hung Dao Street, Quynh Lam Ward, Hoa Binh City.

Hoa Binh branch - Big Four Pharma International Pharmaceutical Joint Stock Company, and Hoa Binh branch - BFF Medical Nutrition Joint Stock Company, have the same address at No. 10, Da Hop adjacent area, group 12, Huu Nghi ward, Hoa Binh city.

Address 335 Tran Hung Dao, Hoa Binh City - where the two companies "leading" the fake milk production and trading chain, Rance Pharm and Hacofood, registered "Hoa Binh branch" - surprisingly, this address does not have any branches as the registration form sent by the companies stated. Instead, there is an obstetrics and gynecology clinic and a draft beer shop both at 335 Tran Hung Dao.

At address number 10, adjacent area of ​​Da Hop, group 12, Huu Nghi ward, Hoa Binh city - where the two companies Big Four Pharma and BFF medicine (in the "ecosystem" of selling fake milk) are located - is less than 100m from the headquarters of the Department of Food Safety of Hoa Binh province.

There is no Big Four Pharma sign here, but there are signs of BFF Medical Company and a local construction company.

On April 18, Mr. T. - the owner of the construction company said that he rented the building for his employees to work. Regarding the sign of BFF Medical Company, Mr. T. said "an acquaintance asked him to install it for him", and did not know what this company produced.

Speaking to Tuoi Tre Online on the morning of April 21, Mr. T. said that after the newspaper reported that this was a company involved in a fake milk production ring, he immediately removed the company's sign.

"I just let them put it up, not thinking that they would use it to register fake milk. So as soon as I received the information, I removed the billboard to avoid trouble," said Mr. T.

Establish a branch in Hoa Binh to submit documents

According to information provided by the Department of Food Safety of Hoa Binh province, these companies started applying for licenses at the department in 2023. In 3 years, these four companies submitted 184 product declaration registration dossiers and 121 product self-declaration dossiers.

These companies take turns submitting registration applications. In January, Hacofood Company submitted its application, in February, Rance Pharma Company submitted its application... each month, dozens of products are announced to the market.

Mr. Vu Duc Toan, head of the inspection and professional department, Hoa Binh Province Food Safety and Hygiene Department, said that according to current regulations on product declaration registration and self-declaration, companies with branches in the area can submit their application to the local Food Safety Department.

Explaining the fact that out of 305 products, none of them have been "involved" in post-inspection, Mr. Toan said that the milk products of the companies were all registered for processing in other provinces and had not received any feedback from consumers and there were no products distributed in the area.

Regarding the operating branches of these companies, Mr. Toan said that the issuance of business registration certificates is not under the authority of the branch but is under the authority of another unit (Department of Planning and Investment - PV), the branch only receives the submitted documents. Companies that register for business and are granted valid licenses will be accepted by the branch.
